WORK SESSION: Toxics Right-To-Know Program Fees Council President: I move to table both Toxics Board recommendations and pursue legislative repeal of the fee cap. WORK SESSION: Downtown City Space Master Planning Council President: I move to direct the City Manager to proceed with Step 1 of the downtown City space master planning and pub/ic participation process as described in Attachment D, periodically provide progress reports' to the council and return for City Council direction on succeeding steps in the master plan and pub/ic participation process, and direct the City Manager to request on Supplemental Budget ~ 2 up to $75, O00 from the Facility Replacement Reserve to implement Step 1 of thisprocess. ACTION: Election of City Council Officers for 2005 Council President: I move to elect as President o/the City Council for 2005. Roll Call Vote Council President: I move to elect as Vice President of the City Council for 2005. 2. PUBLIC FORUM Mayor: This portion of the meeting provides the opportunity for individuals' to express opinions and to provide information to the City Council. Comments' presented during this segment should be on City-related items, and not items which have already been heard by a Hearings Official, or on public hearing items which are on the present agenda. Those wishing to speak during the Public Forum must submit a completed Request to Speak form to the information desk, not later than 15 minutes after the beginning of the meeting or at the close of the public forum, which ever comes first. If there are more speakers than can be heard for three minutes each during the 30-minute Public Forum, staff has been asked to sort the request to speak forms in order to afford a greater opportunity for a number of topics to be Eugene City Council Agenda: January 10, 2005 L:\CMO\2005 Council Agendas\M050110\A050110S.doc heard during the Pubfic Forum. If there are a large number of speakers on a single topic, staff is directed to inter-mix request to speak forms from persons wishing to speak on a less stated topic. The request to speak forms, in this case only, will not remain in the original order in which they were received in order to improve the fikefihood that those smaller numbers of speakers will have an opportunity to speak before the Pubfic Forum is closed. Please give your name and address when you come to the podium to speak; you will have three minutes to comment. The timer and lights' on the podium indicate the time you have to speak. A yellow light will come on when you have 15 seconds' to complete your comments'. The red light indicates the end of three minutes. Mayor closes Public Forum and asks for comments from the City Council. 3. CONSENT CALENDAR A. Approval of City Council Minutes: - November 8, 2004, Work Session - November 8, 2004, City Council Meeting -November 10, 2004, Work Session - November 15, 2004, City Council Meeting - November 22, 2004, Work Session - November 22, 2004, City Council Meeting - November 24, 2004, Work Session B. Approval of Tentative Working Agenda C. Adoption of Resolution 4820 Repealing Resolution No. 4477 that Adopted the 1996 Housing Dispersal Policy, and Providing an Effective Date Council President: I move to approve the items on the Consent Calendar. PUBLIC HEARING: An Ordinance Establishing the S-HJM Historic Johansen-Moody House Special Area Zone and Amending the Eugene Zoning Map Manager: Introduces topic, presents' background information. PUBLIC HEARING and POSSIBLE ACTION: An Ordinance Concerning City Expenditures; Amending Sections 2.515 and 2.525, of the Eugene Code, 1971; and Repealing Section 2.555 of that Code Manager: Introduces topic, presents background information.
