ISSUE STATEMENT
The council is requested to take action on a resolution authorizing the City Manager to designate
individuals to sign City checks, drafts and electronic or other types of payments and transfers. In
addition, the City Manager is authorized to sign and execute grant applications, contracts and other
documents as may be required from time to time.
BACKGROUND
The preceding item on this night's council agenda is an ordinance amending City Code regarding
payment of City expenditures. This resolution is a companion to that ordinance. The main purpose of
the resolution is to have council action on record that tells the banks and other institutions that the City
Manager is authorized to designate individuals to sign checks and authorize other types of payments,
grant applications, contracts and other documents.
RELATED CITY POLICIES
There are no specific financial management goals or policies related to this action.
COUNCIL OPTIONS
If the council takes action on the ordinance (Item 5 on the agenda) at this meeting, then the council is
also requested to take action on this resolution. If the council determines that it should take action on
the ordinance on January 24, then this resolution should also be scheduled for action on that date.
CITY MANAGER'S RECOMMENDATION
The City Manager recommends taking action to approve this resolution at this meeting, if the ordinance
is passed.

SUGGESTED MOTION
Move to adopt Resolution No. 4821 designating those authorized to sign checks on behalf of the City;
make electronic or other transfers from City accounts; sign grant applications, contracts on behalf of the
City; and repealing Resolution No. 4364.

RESOLUTION NO.
A RESOLUTION DESIGNATING THOSE AUTHORIZED TO SIGN
CHECKS ON BEHALF OF THE CITY; MAKE ELECTRONIC OR
OTHER TRANSFERS FROM CITY ACCOUNTS; SIGN GRANT
APPLICATIONS, CONTRACTS ON BEHALF OF THE CITY; AND
REPEALING RESOLUTION NO. 4364.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. Pursuant to Section 2.525 of the Eugene Code, 1971, the City Manager, or the
City Manager's designee, is authorized to sign checks, and authorize electronic or other types of
payments or transfers on behalf of the City in payment of City bills and claims, including salaries
of City officers and employees.
Section 2. The City Manager, and any persons designated by the City Manager as
authorized to sign checks on behalf of the City are requested to provide facsimile specimens of
their signatures to all banking institutions in which the City of Eugene has funds deposited. Such
institutions shall be authorized to honor all checks, drafts, electronic or other types of payments
or transfers if the facsimile signatures thereon resemble the facsimile signatures certified to or
filed with the institutions by the above individuals.
Section 3. The City Manager is further authorized, pursuant to the Eugene Charter of
2002, to sign and execute on behalf of the City, grant applications, contracts, and other
documents as may be required from time to time.
Section 4. Resolution No. 4364 adopted by the City Council on March 1, 1993, and any
other Resolution in conflict herewith is hereby repealed.
Section 5. This Resolution shall become effective immediately upon its adoption.
