HomeMy WebLinkAboutAdmin Order 53-15-20ADMINISTRATIVE ORDER NO. 53-15-20 of the City Manager ESTABLISHMENT OF THE LANE COUNTY BEHAVIORAL HEALTH, CAMPUS DUSK TO DAWN OVERNIGHT SLEEPING PILOT PROGRAM SITE. The City Manager of the City of Eugene finds that: A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the City Manager is designated as the administrative head of the City, specifically authorized to appoint and remove all employees (except as otherwise provided in the Charter), organize, and, as deemed necessary, disband and reorganize various City departments, and to enforce all ordinances of the City. B. On November 23, 2015, Ordinance No. 20559 was adopted approving the "Dusk to Dawn" overnight sleeping pilot program. That Ordinance provided that sleeping overnight at designated sites would be permitted upon Council's approval of a site and the City Manager's adoption of an administrative rule governing use of the site. C. On December 14, 2015, the City Council approved Lane County Behavioral Health as a site for the Dusk to Dawn overnight sleeping pilot program. D. On December 16, 2015, the City Manager issued Administrative Order No. 53-15- 18, adopting temporary rules regulating the Dusk to Dawn pilot program. E. It is necessary to adopt terms of use for the Lane County Behavioral Health site. NOW, THEREFORE, based upon the above findings, I order that: 1. Up to 20 vehicles may park overnight at the Lane County Behavior Health site pursuant to the Dusk to Dawn overnight sleeping pilot program (a) adopted by Ordinance No. 20559, and (b) implemented by the Administrative Rules issued by the City Manager, a copy of which is attached as Exhibit A to this Administrative Order. 2. No tents or other structures are allowed. 3. Vehicles must be tagged, licensed and able to drive to and from the site under their own power. Dated and effective this 16t' day of December, 2015.
