WORK SESSION: Context-Sensitive Design and Funding of Crest Drive Neighborhood Street Improvements Council President: I move to direct the City Manager to prepare a resolution to initiate a local improvement district for Eugene City Council Agenda: January 24, 2005 L:\CMO\2005 Council Agendas\M050124\A050124S.doc the design and construction of street improvements using the principles of context sensitive design for those sections of Oest Drive, Storey Boulevard and Friendly Street shown on ,4 ttachment B. WORK SESSION: FY2005-2007 Metropolitan Transportation Improvement Program Project List Council President: I move to approve the project list in the FY2005-2007 Metropolitan Transportation Improvement Program. PUBLIC FORUM Mayor: This portion o/the meeting provides the opportunity/or individuals to express opinions and to provide information to the City Council. Comments presented during this segment shouM be on City-related items, and not items which have akeady been heard by a Hearings Official, or on public hearing items which are on the present agenda. Those wishing to speak during the Public Forum must submit a completed Request to Speak form to the information desk, not later than 15 minutes after the beginning of the meeting or at the close of the public forum, which ever comes first. If there are more speakers than can be heard for three minutes each during the 30-minute Public Forum, staff has been asked to sort the request to speak forms in order to afford a greater opportunity for a number of topics to be heard during the Public Forum. If there are a large number of speakers on a single topic, staff is directed to inter-mix request to speak forms from persons wishing to speak on a less stated topic. The request to speak forms, in this case only, will not remain in the original order in which they were received in order to improve the likelihood that those smaller numbers of speakers will have an opportunity to speak before the Public Forum is closed. Please give your name and address when you come to the podium to speak; you will have three minutes to comment. Approval of Tentative Working Agenda C. Ratification of Intergovernmental Relations Committee Actions of August 31, November 10, 2004 D. Adoption of Resolution 4822 Calling a Public Hearing to Consider Proposed Withdrawal of Territories from the River Road Water District and River Road Park and Recreation District, from the Santa Clara Water District and from the Junction City Water Control District E. Adoption of Resolution 4823 Acknowledging Receipt of the City of Eugene, Oregon Comprehensive Annual Financial Report for the Fiscal Year Ended June 30, 2004 Council President: I move to approve the items on the Consent Calendar. Roll Call Vote Mayor adjourns the meeting of the Eugene City Council and convenes a meeting of the Eugene Urban Renewal Agency. 3. ACTION: Resolution 1034 Acknowledging Receipt of the Annual Financial Report of the Urban Renewal Agency of the City of Eugene, Oregon, for the Fiscal Year Ended June 30, 2004 Urban Renewal Agency President: I move to adopt Resolution 1034 Acknowledging receipt of the Annual Financial Report of the Urban Renewal Agency of the City of Eugene, Oregon, for the fiscal year ended June 30, 2004. Roll Call Vote Mayor adjourns the meeting oft he Eugene Urban Renewal Agency and reconvenes the meeting of the Eugene City Council. 4. ACTION: An Ordinance Establishing the S-HJM Historic Johansen-Moody House Special Area Zone and Amending the Eugene Zoning Map Council President: I move that the City Council adopt Council Bill 4888, an ordinance estabfishing the S-Hdgd Historic dohansen-Moody House Special Area Zone. ACTION: An Ordinance Levying Assessments for Constructing Sidewalks, Curbs, Gutters, Conduit, and Storm Drainage System on Santa Clara Avenue from River Road to Approximately 600 Feet West; and Providing an Immediate Effective Date (Contract #2005-10) (Job #4108) Council President: I move to approve the Findings and Recommendations of the Hearings Official of January 13, 2005. Roll Call Vote Council President: I move that the City Council adopt Council Bill 4890, an ordinance levying assessments for Santa Clara Avenue. Roil Call Vote 7. ACTION: An Ordinance Concerning Motor Vehicle Fuel Dealer's Business Licenses; and Amending Sections 3.465, 3.467, 3.474, 3.480, 3.483, and 3.484 of the Eugene Code, 1971 Council President: I move that the City Council adopt Council Bill 4885, an ordinance concerning motor vehicle fuel dealer's business licenses.
