ISSUE STATEMENT
This is an action item to appoint a member to the Lane Workforce Partnership Board of Directors due to
the resignation of a member.
BACKGROUND
When needed, interim appointments are made to various boards, committees, and commissions outside
of the regular annual recruitment process. Based on a recommendation from the Eugene Area Chamber
of Commerce, the Mayor nominates and the City Council appoints representatives to the Lane
Workforce Partnership Board of Directors. This intergovernmental body directs the operations of local
employment and training programs funded under the federal Job Training Partnership Act. It is a
private, nonprofit organization dedicated to providing job training and stay-in-school services to low-
income residents and dislocated workers throughout Lane County. Federal regulations require that the
City of Eugene seek nominations from a general purpose business organization. Residency within the
Eugene city limits is not required for appointment.
The by-laws of the organization call for a board of up to 15 members composed of persons representing
a number of stakeholders in local work force issues. This is an appointment to replace a current board
member.
Based on the recommendation from the Chamber of Commerce, the Mayor nominates a candidate to the
City Council. The City Council votes on the nominee.
RELATED CITY POLICIES
No policy issues are related directly to consideration of this appointment.
COUNCIL OPTIONS
The City Council can vote to approve the nominee; it can also request additional information or
background on the applicant and delay the vote, or reject it entirely.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends approval of the proposed nomination.

SUGGESTED MOTION
Move to appoint Mandy Jones to Position 8 on the Lane Workforce Partnership Board of Directors for a
term, beginning upon appointment, and ending on December 31, 2010.

The Lane Workforce Partnership has recruited a new member to its board of directors. The Lane
Workforce Partnership requests appointment of Mandy Jones, Chief Executive Officer of Oregon
Community Credit Union.
Enclosed is a letter from the E.ugene Area Chamber of Commerce nominating Ms" Jones to the Lane
Workforce Partnership board of directors.
The Workforce Investment Act of 1998 requires that local workforce investment boards, i.e., the Lane
Workforce Partnership board of directors, be comprised of a majority from business. Business
representation must be owners of businesses, chief executives, or operating officers of business or
employers with optimum policymaking or hiring authority; represent businesses with employment
opportunities that reflect the employment opportunities of the local area and; are appointed from among
individuals nominated by local business organizations, i.e., the Eugene Chamber, and business trade
associations.
We are requesting the Eugene City Council appoint Ms. Jones to serve on the Lane Workforce
Partnership board of directors from August 2007 through December 31, 2010.
