BACKGROUND The Eugene Code, (2.013) establishes the Police Commission and requires that a member of the Human Rights Commission serve on the Police Commission. At the July 17, 2007 meeting of the Human Rights Commission, the members nominated Mary Otten to serve in this capacity. This recommendation was forwarded to the Mayor who nominates candidates to serve on the Police Commission. The City Council appoints members to the Police Commission from the nominations made by the Mayor. RELATED CITY POLICIES The boards, committees and commissions serve as advisory bodies to the City Council in the development of various city policies. COUNCIL OPTIONS The City Council may 1. Appoint applicant who has been nominated; or 2. Reject this nomination and ask the Mayor to submit another nomination. CITY MANAGER’S RECOMMENDATION The City Manager has no recommendation on this item; the appointments are made by the council. SUGGESTED MOTIONS Move to appoint Mary Otten to the unexpired term of Hugh Massengill, Position 9 on the Police Commission for a term beginning August 14, 2007, and ending on October 31, 2008. Jennifer Bills, Eugene Police Department. ABSENT: Mike Clark, James Garcia, Ibrahim Hamide, Misa Kawai Joo, Jeremiah Megowan, Neil Van Steenbergen, commissioners. I. COMMISSION ACTION/DISCUSSION ITEMS A. Police Commission b. Liaison Mr. Rikhoff reported that Mr. Massengill had decided to step down as Police Commission Liaison and a replacement was being sought. He said that Ms. Otten and Ms. Adeylott had expressed interest. Ms. Adeylott encouraged the appointment of Ms. Otten. Ms. Otten indicated that she had spoken to Ms. Hyatt about the logistics of the position and attending meetings. She clarified that she would not be attending all Police Commission subcommittee meetings. Ms. Adeylott, seconded by Mr. Massengill, moved to appoint Ms. Otten as the HRC Liaison to the Police Commission. The motion passed unanimously. Ms. Urbina thanked Mr. Massengill for his work on behalf of the HRC.
