HomeMy WebLinkAboutItem B: McKenzie Willamette Hospital ECC UGENE ITY OUNCIL AIS GENDA TEM UMMARY Work Session: McKenzie-Willamette Plan Amendments/Zone Change Update Meeting Date: September 10, 2007 Agenda Item Number: B Department: Planning and Development Staff Contact: Alissa Hansen www.eugene-or.gov Contact Telephone Number: 541/682-5508 ISSUE STATEMENT This work session is to provide an update on the McKenzie-Willamette plan amendments and zone change land use applications in advance of a City Council public hearing on these items, and to discuss the process for these land use applications before the City Council. This work session will not involve any substantive discussion regarding the application itself. BACKGROUND In April 2006, McKenzie-Willamette submitted requests to the City of Eugene to amend the Metro Plan and Willakenzie Area Plan land use diagrams from a designation of Parks and Open Space to Commercial, add a policy to the Willakenzie Area Plan to limit the use of the property to hospital/medical and to rezone the property from the existing zoning of R-1 Low Density Residential with /SR Site Review overlay to C-2 Community Commercial with /SR Site Review overlay. The property subject to these requests is a 29-acre parcel located at the northwest corner of North Delta Highway and Ayres Road, owned by Eric and Debbie Jefferies/River Ridge LTD. Following an April 2007 public hearing on these land use applications, the Planning Commission deliberated over the course of eight meetings and, in mid-August, voted on a final recommendation to the City Council. This recommendation will be forwarded to the City Council closer to the date of the public hearing and will be accompanied by a memorandum from the Planning Commission to provide background on their deliberations and recommendation. Subsequent to the Planning Commission’s recommendation, McKenzie-Willamette requested that the public hearing before the City Council, originally scheduled for September 17, 2007, be postponed to allow them additional time to prepare information to respond to the areas identified by the Planning Commission where more evidence in the record would have been useful. A rescheduled public hearing date will be announced shortly. RELATED CITY POLICIES This work session topic is related to the City Council goal to facilitate the development of a full service hospital in Eugene. No formal action is anticipated. Options will be provided at the time of deliberation. CITY MANAGER’S RECOMMENDATION No action is required on this item.
