ISSUE STATEMENT
On May 14, 2007, the Urban Renewal Agency (URA) selected Beam Development and KWG
Development Partners as the developers for the West Broadway redevelopment project. Based on
direction from the URA, the Mayor appointed the West Broadway Advisory Committee (WBAC) to
identify preferred design elements, mix of uses, public open spaces, options for parking, and a transition
plan for existing businesses. The WBAC has finalized its recommendations and will be presenting the
final report at this work session, and the URA is being asked to consider next steps.
BACKGROUND
The following motion was approved by the URA on May 14, 2007:
Move to select Beam and KWG as the developers for the West Broadway project, and to direct the
Agency Director to initiate actions related to agreements with the developers; public process that
includes a citizen advisory committee with an independent urban planner/facilitator whose work
shall be completed by the end of August and presented to the Agency in September; option
agreements; financial tools; and a relocation/transition plan, all consistent with the Agency’s May

9 discussion, with all proposed actions, other than option agreement renewals and extensions,
brought back to the Agency for final authorization. This motion further directs the Agency Director
to secure the services of a qualified urban planner/facilitator to oversee the public process for the
West Broadway development site footprint, and to establish a West Broadway Development
Advisory Committee to work with a qualified urban planner/facilitator, and the developers, to
identify preferred design elements, mix of uses, public open spaces, options for parking, as well as a
transition plan for existing businesses. The Agency and the Advisory Committee would also seek
additional public input. The Advisory Committee shall be composed of 11 members, appointed by
the Mayor after consulting with the City Council. In addition, the Agency Director shall secure the
services of a qualified consultant to perform market analysis and economic feasibility studies. This
research and analysis will inform the Agency and the Advisory Committee’s deliberations.
The 11-member WBAC was appointed by Mayor Piercy at the end of June. The City issued a Request
for Qualifications for the Urban Planner/Facilitator on June 4, 2007. Following review and evaluation,
the contract was awarded to HDR Town Planning, Inc. (HDR) on July 3, 2007. The WBAC, led by co-
chairs Harriet Cherry and Greg McLauchlan, met in public sessions seven times between June 27 and
September 5 and hosted two public workshops. In addition to the formal meetings, committee members

spent a significant amount of time between meetings communicating directly with the co-chairs and
other committee members. Community members also provided input to the committee throughout the
process.
The two WBAC sponsored public workshops on August 4 and August 22 drew approximately 130 and
165 attendees respectively. The City also sponsored an event at the August 3 First Friday Artwalk at
which information on the WBAC process was advertised and input from over 400 citizens was received.
Input from this event was complied and forwarded to the WBAC.
The WBAC voted on recommendations at the final committee meeting on September 5. The WBAC
final recommendations and additional background information are included in the final report included
in Attachment A. The quality and detail of the material in the report is the result of the significant and
generous donation of time and insight from WBAC members and the community.
In addition to reviewing the WBAC final report, the URA is being asked to consider next steps
associated with the West Broadway redevelopment project. Below is an outline of next steps. It is
anticipated that other steps may be required as more details regarding the Beam and KWG projects are
known. For example, Chapter 9 code revisions may need to be considered, or additional public hearings
associated with construction bidding for public improvements may be required.

RELATED CITY POLICIES
Redevelopment of the West Broadway Redevelopment Area is consistent with the policies and
implementation strategies included in the Downtown Plan, including:
Downtown development shall support the urban qualities of density, vitality, livability and

diversity to create a downtown, urban environment.
Actively pursue public/private development opportunities to achieve the vision for an active,

vital, growing downtown.
Use downtown development tools and incentives to encourage development that provides
?
character and density downtown.

Promote multi-story, mixed-use structures downtown through financial incentives or code

amendments.
Stimulate multi-unit housing in the downtown core and on the edges of downtown for a variety

of income levels and ownership opportunities.
Provide and promote development and community events that reinforce downtown’s role as the

cultural center for the city and region.
Reinforce the creative, distinctive culture of downtown as the arts and entertainment center of
?
the city.
In addition, the future development of the area is responsive to the following Growth Management
Policies:
Policy 1: Support the existing Eugene Urban Growth Boundary by taking actions to increase
density and use existing vacant and under-used land within the boundary more
efficiently.
Policy 2: Encourage in-fill, mixed-use, redevelopment, and higher density development.
Policy 3: Encourage a mix of business and residential uses downtown using incentives and zoning.
Policy 10: Encourage the creation of transportation-efficient land use patterns and implementation
of nodal development concepts.
Policy 14: Development shall be required to pay the full cost of extending infrastructure and
services, except that the City will examine ways to subsidize the costs of providing
infrastructure or offer other incentives that support higher-density infill, mixed use, and
redevelopment.

This item is also related to one of the new 2007-2008 Council Goals: Downtown InitiativeFacilitate

AGENCY OPTIONS
1.Receive the WBAC final report and direct the Agency Director to gather comments at the Mayor’s

September 19 Community Forum and to distribute those comments to the URA for review.
2.Receive the report and take no further action.
3.Receive the report and give other direction to the Agency Director.
AGENCY DIRECTOR’S RECOMMENDATION
The Agency Director recommends that the URA receives the WBAC final report. The Agency Director
further recommends that the community’s comments be gathered at the Mayor’s September 19
Community Forum and distributed to the URA for review; and that this item be brought back for URA
consideration on September 24 together with options, recommendations and a proposed motion.
SUGGESTED MOTION
Move to receive the report and direct the Agency Director to gather comments at the Mayor’s September
19 Community Forum and to distribute those comments to the URA for review. Further direct the
Agency Director to return to the URA on September 24, 2007, with options, recommendations and a
proposed motion.
