HomeMy WebLinkAboutItem C: West Broadway Project Update EURA UGENE RBAN ENEWAL GENCY AIS GENDA TEM UMMARY Work Session: West Broadway Advisory Committee Recommendations Meeting Date: September 24, 2007 Agenda Item Number: C Department: Planning and Development Staff Contact: Denny Braud www.eugene-or.gov Contact Telephone Number: 682-5536 ISSUE STATEMENT At the September 19, 2007, Urban Renewal Agency (URA) work session, the West Broadway Advisory Committee (WBAC) presented its final recommendations for preferred design elements, mix of uses, public open spaces, options for parking, and a transition plan for existing businesses. Also on September 19, 2007, the Mayor hosted a community forum to gather input on the WBAC recommendations. At this work session, the URA is asked to consider the next steps for the West Broadway redevelopment project. BACKGROUND The following motion was approved by the URA on May 14, 2007: Move to select Beam and KWG as the developers for the West Broadway project, and to direct the Agency Director to initiate actions related to agreements with the developers; public process that includes a citizen advisory committee with an independent urban planner/facilitator whose work shall be completed by the end of August and presented to the Agency in September; option agreements; financial tools; and a relocation/transition plan, all consistent with the Agency’s May th 9 discussion, with all proposed actions, other than option agreement renewals and extensions, brought back to the Agency for final authorization. This motion further directs the Agency Director to secure the services of a qualified urban planner/facilitator to oversee the public process for the West Broadway development site footprint, and to establish a West Broadway Development Advisory Committee to work with a qualified urban planner/facilitator, and the developers, to identify preferred design elements, mix of uses, public open spaces, options for parking, as well as a transition plan for existing businesses. The Agency and the Advisory Committee would also seek additional public input. The Advisory Committee shall be composed of 11 members, appointed by the Mayor after consulting with the City Council. In addition, the Agency Director shall secure the services of a qualified consultant to perform market analysis and economic feasibility studies. This research and analysis will inform the Agency and the Advisory Committee’s deliberations. Mayor Piercy appointed the 11-member WBAC at the end of June. The City issued a Request for Qualifications for the Urban Planner/Facilitator on June 4, 2007. Following review and evaluation, the contract was awarded to HDR Town Planning, Inc. (HDR) on July 3, 2007. The WBAC, led by Co- Chairs Harriet Cherry and Greg McLauchlan, met in public sessions nine times between June 27 and Deleted: L:\CMO\2007 Council Agendas\M070924\S070924C.doc September 5 and hosted two public workshops. In addition to the formal meetings, committee members Deleted: L:\CMO\2007 Council Agendas\M070924\S070924C.doc F:\CMO\2007 Council Agendas\M070924\S070924C.doc spent a significant amount of time between meetings communicating directly with the co-chairs and other committee members. Community members also provided input to the committee throughout the process. The two WBAC sponsored public workshops, on August 4 and August 22, drew approximately 130 and 165 attendees, respectively. The City also sponsored an event at the August 3 First Friday Artwalk, at which information on the WBAC process was advertised and input from over 400 citizens was received. Input from this event was complied and forwarded to the WBAC. The WBAC voted on recommendations at the final committee meeting on September 5. The WBAC presented their final recommendations to the URA on September 19. The Mayor also hosted a community forum on September 19 to gather input on the WBAC recommendations. The summary of public input related to the WBAC recommendations from the community forum is included in Attachment A. The URA is asked to consider next steps associated with the West Broadway redevelopment project. Below is an outline of next steps. It is anticipated that other steps may be required as more details regarding the Beam and KWG projects are known. For example, Chapter 9 code revisions may need to be considered or additional public hearings associated with construction bidding for public improvements may be required. Supplemental budget/property acquisition approval March 2008 RELATED CITY POLICIES Redevelopment of the West Broadway Redevelopment Area is consistent with the policies and implementation strategies included in the Downtown Plan, including: ? Downtown development shall support the urban qualities of density, vitality, livability and diversity to create a downtown, urban environment. ? Actively pursue public/private development opportunities to achieve the vision for an active, vital, growing downtown. ? Promote multi-story, mixed-use structures downtown through financial incentives or code amendments. ? Stimulate multi-unit housing in the downtown core and on the edges of downtown for a variety of income levels and ownership opportunities. ? Provide and promote development and community events that reinforce downtown’s role as the cultural center for the city and region. ? Reinforce the creative, distinctive culture of downtown as the arts and entertainment center of the city. In addition, the future development of the area is responsive to the following Growth Management Policies: Policy 1: Support the existing Eugene Urban Growth Boundary by taking actions to increase density and use existing vacant and under-used land within the boundary more efficiently. Policy 2: Encourage in-fill, mixed-use, redevelopment, and higher density development. Policy 3: Encourage a mix of business and residential uses downtown using incentives and zoning. Policy 10: Encourage the creation of transportation-efficient land use patterns and implementation of nodal development concepts. Policy 14: Development shall be required to pay the full cost of extending infrastructure and services, except that the City will examine ways to subsidize the costs of providing infrastructure or offer other incentives that support higher-density infill, mixed use, and redevelopment. Downtown Initiative – Facilitate This item is also related to one of the new 2007-2008 Council Goals: significant revitalization of downtown core. AGENCY OPTIONS 1. Accept the WBAC final report and direct the Agency Director to move forward consistent with the next steps outlined above. 2. Accept the WBAC final report and direct the Agency Director to move forward consistent with the next steps outlined above, except that the Agency Director shall be guided by the WBAC recommendations with URA-identified modifications (additions, amendments or deletions). 3. Reject the WBAC final report and provide direction to staff regarding next steps. AGENCY DIRECTOR’S RECOMMENDATION Consistent with the next steps outlined above, the Agency Director recommends that the URA 1) accept the recommendations presented in the WBAC final report and 2) provide direction to the Agency Director to work with Beam and KWG to develop project proposals that are as consistent as possible with the WBAC recommendations. The Agency Director should bring the project proposals to the URA for review. Following public input, the terms to be included in agreements with Beam and KWG would be brought back to the URA for approval. SUGGESTED MOTION Move to accept the recommendations presented in the WBAC final report, and to direct the Agency Director to work with Beam and KWG to develop project proposals as consistent as possible with the WBAC recommendations. The Agency Director shall bring the project proposals to the URA for review, including financial details. If a proposal is not completely consistent with the WBAC recommendations, then the Agency Director, when presenting the proposal for URA review, shall identify which WBAC recommendations are not met, why not, and what the cost or development implications would be to change the proposal to make it consistent. Prior to the URA’s approval of project proposals and financial details that would be included in agreements with Beam and KWG, the Agency Director shall create opportunities for the public to provide input on the project proposals and financial details, including a public hearing before the URA. Following input from the public, the Agency Director shall bring terms to be included in agreements with Beam and KWG to the URA for approval. ATTACHMENTS A.
