ISSUE STATEMENT
The City Council is scheduled to take action on this proposal for a refinement plan amendment, code
amendment and zone change.
BACKGROUND
The Eugene Planning Commission held a pubic hearing on August 14, 2007, on the requests. On
September 17, 2007, the Eugene Planning Commission concluded that, with the imposition of two
conditions, the requests complied with all applicable approval criteria and voted to recommend approval
to the council.
The City Council held a public hearing on these requests on October 22, 2007. No public testimony was
received other than that of the property owners and the applicant’s representatives. Additional
information on the proposal can be reviewed in the City Council packet provided for the October 22,
2007 public hearing.
RELATED CITY POLICIES
Eugene Code requires that a refinement plan amendment and code amendment be consistent with the
Metro Plan, the applicable refinement plan, as well as the Statewide Planning Goals. The Metro Plan
and Willakenzie Area Plan policies applicable to this request are addressed in the attached findings
(Attachment A, Exhibit A, Findings).
COUNCIL OPTIONS
The City Council may consider the following options:
1.As recommended by the Eugene Planning Commission, approve the Willakenzie Area Plan
amendment, code amendment and zone change by approving the draft ordinance and findings.
2.Approve the Willakenzie Area Plan amendment, code amendment and zone change with modified
findings.
3.Deny the Willakenzie Area Plan amendment, code amendment and zone change based on conflicts
with Statewide Goals, Metro Plan, or refinement plan policies.

CITY MANAGER’S RECOMMENDATION
The City Manager recommends that the City Council adopt the Eugene Planning Commission
recommendation that the requests comply with all applicable approval criteria, and that the Willakenzie
Area Plan amendment, code amendment and zone change be approved.
SUGGESTED MOTION
Move to approve the proposed refinement plan diagram and text amendment, code amendment and zone
change as consistent with all applicable approval criteria at EC 9.8424, EC 9.8065 and EC 9.8865.
