BACKGROUND Each year, the council makes appointments to boards, committees and commissions. The last major recruitment and appointment process occurred in October 2006. Chapter 2 of the Eugene Code addresses standing committees to the City Council and the appointment process for those. For most standing committees created in the Code, the council is the appointing authority. The annual recruitment for boards, committees and commissions was initiated on July 16, 2007, and concluded on September 7, 2007. The recruitment was publicized on the Internet, through press releases, council newsletter items, City offices, and at City-related meetings and events. Members of the council were provided with copies of the applications. From this, the council selected those persons who were to be considered as finalists and who were subsequently interviewed by the council. If an applicant received five or more votes to be appointed, that person was presumed to be appointed and thus the motion to appoint reflects that presumption. The recruitment period for the Budget Committee and Planning Commission has been extended until Friday, October 26. A relatively low number of applications were received for both of these bodies and at the direction of the City Council, these appointments were delayed until the appointments were made to the Human Rights Commission, the Sustainability Commission and the Toxics Board. The City Council appoints members to the Human Rights Commission, Sustainability Commission, and Toxics Board. For the Police Commission and the Whilamut Natural Area Citizen Planning Committee, the Mayor nominates and the City Council appoints. The terms on these boards, committees and commission begin on November 1, 2007. RELATED CITY POLICIES The boards, committees and commissions serve as advisory bodies to the City Council in the development of various city policies. COUNCIL OPTIONS The City Council may 1. Appoint applicants who have been nominated; 2. Appoint other applicants from the pool, or 3. Seek additional candidates for these positions. CITY MANAGER’S RECOMMENDATION The City Manager has no recommendation on this item; the appointments are made by the council. SUGGESTED MOTIONS Human Rights Commission There are seven vacancies on the Human Rights Commission. Ten applications were received, including three current members who wished to be reappointed. From this pool, the council chose to reappoint all three incumbents in the initial round, and selected seven others to be interviewed. Just before the interviews, one candidate withdrew from the process. Move to reappoint Ibrahim Hamide to Position 1 on the Human Rights Commission for a three- year term beginning November 1, 2007, and ending on October 31, 2010. Move to reappoint Reza Paloma to Position 3 on the Human Rights Commission for a three-year term beginning November 1, 2007, and ending on October 31, 2010. Move to reappoint Chistina Greening to Position 6 on the Human Rights Commission for a three-year term beginning November 1, 2007, and ending on October 31, 2010. Move to appoint Twila Souers to Position 2 on the Human Rights Commission for a three-year term beginning November 1, 2007, and ending on October 31, 2010. Move to appoint Jon Belcher to Position 7 on the Human Rights Commission, the unexpired term of James Garcia for a term beginning November 1, 2007, and ending on October 31, 2008. Move to appoint Marieke (Mo) Young to Position 10 on the Human Rights Commission, the unexpired term of Jeremiah Megowan for a term beginning November 1, 2007, and ending on October 31, 2009. Move to appoint Linda Hamilton to Position 14 on the Human Rights Commission, the unexpired term of Carmen Urbina for a term beginning November 1, 2007, and ending on October 31, 2009. F:\CMO\2007 Council Agendas\M071022\S0710228.doc Sustainability Commission There are 13 positions on the new Sustainability Commission; of these four are to be appointed at large by the City Council, eight are to be selected by each individual City Councilor and the Mayor is to appoint one member of the City Council. The four at-large positions are to be selected first by the City Council; then, by October 26, 2007, the individual selections are to be made. As per the ordinance creating the Sustainability Commission, the four at-large appointments are to initially serve two-year terms. There were 73 applications received for the Sustainability Commission. The balloting (see Attachment A) did not provide any candidate who received five or more votes to thus have his or her name placed in nomination. Several of the applicants for the Sustainability Commission do not reside within the Eugene Urban Growth Boundary. The Eugene Code 2.013 (6) states: “In nominating or making appointments, the council, mayor, or city manager or designee shall take into consideration information provided by the citizen interest form, and shall nominate or appoint only those persons who at the time of appointment, reside within the city's urban growth boundary. If during their term a member ceases to reside or work, if applicable, within the city's urban growth boundary, the position shall be vacated, effective as of the date a qualified resident from within the city's urban growth boundary willing to serve is appointed to fill the position. The council may waive the residency requirement if the council deems it to be in the best interest of the committee purpose and function.” The City Attorney has advised that if the City Council wishes to appoint persons to the Sustainability Commission who do not reside within the Eugene UGB, a motion affirming that intend should be adopted by the council. If this is the desire, the motion is listed below. Move to waive the Eugene Urban Growth Boundary residency requirement for applicants applying and appointed to the Sustainability Commission. Move to appoint ___________ to Position 1 on the Sustainability Commission for a two-year term beginning November 1, 2007, and ending on October 31, 2009. Move to appoint ___________ to Position 2 on the Sustainability Commission for a two-year term beginning November 1, 2007, and ending on October 31, 2009. Move to appoint ___________ to Position 3 on the Sustainability Commission for a two-year beginning November 1, 2007, and ending on October 31, 2009. Move to appoint ___________ to Position 4 on the Sustainability Commission for a two-year term beginning November 1, 2007, and ending on October 31, 2009. Toxics Board There are two vacancies on the Toxics Board. One is for a “right-to-know advocate” position and one is a “business required to report” position. There was one applicant for the “business required to report” position, the incumbent who wished to be reappointed, and there was one applicant for the “right-to-know advocate.” Move to reappoint David Doll to Position 2, a business representative on the Toxics Board for a three-year term beginning on November 1, 2007, and ending on October 31, 2010. Whilamut Natural Area Citizen Planning Committee There are four vacancies for Eugene residents on the committee. Five applications were received, two of whom were from current members seeking reappointment. The Mayor reviewed the applications and makes the following nominations: Move to reappoint Charles Biggs to Position 8 on the Whilamut Natural Area Citizen Planning Committee for a three-year term beginning November 1, 2007, and ending on October 31, 2010. Move to reappoint Howard Bonnett to Position 9 on the Whilamut Natural Area Citizen Planning Committee for a three-year term beginning November 1, 2007, and ending on October 31, 2010. Move to appoint William Hughes to Position 1 on the Whilamut Natural Area Citizen Planning Committee for a three-year term beginning November 1, 2007, and ending on October 31, 2010. Move to appoint Susan Reddoor to Position 2 on the Whilamut Natural Area Citizen Planning Committee for a three-year term beginning November 1, 2007, and ending on October 31, 2010. Police Commission There are four vacancies on the Police Commission; three due to term limits and one due to term expiration. Thirteen applications were received, including one from a current member who wishes to be considered for reappointment. Mayor Piercy interviewed candidates and makes the following nominations: Move to reappoint John Hare to Position 1 on the Police Commission for a four-year term beginning November 1, 2007, and expiring October 31, 2011. Move to appoint Juan Carlos Valle to Position 2 on the Police Commission for a four-year term beginning November 1, 2007, and expiring October 31, 2011. Move to appoint r Brooke Dodge to Position 3 on the Police Commission for a four-year term beginning November 1, 2007, and expiring October 31, 2011. Move to appoint Timothy Mueller to Position 8 on the Police Commission for a four-year term beginning November 1, 2007, and expiring October 31, 2011. Lane Regional Air Protection Agency There are two vacancies for Eugene residents on the committee, both due to the expiration of terms. Four applications were received, two of whom were from current members seeking reappointment. The Mayor reviewed the applications and makes the following nominations. Move to reappoint Drew Johnson to Position 4 on the Lane Regional Air Protection Agency Board of Directors for a three-year term beginning November 1, 2007, and expiring October 31, 2010.
