While the majority of appointments occurred in October, the recruitment period for the Budget Committee and Planning Commission was extended due to a relatively low number of applicants. In the time since the decision to extend the recruitment for the Budget Committee and Planning Commission was made, there was a resignation from the Police Commission and two resignations from the Whilamut Natural Area Citizen Planning Committee. BACKGROUND Each year, the council makes appointments to boards, committees and commissions. The last major recruitment and appointment process occurred in October 2006. Chapter 2 of the Eugene Code addresses standing committees to the City Council and the appointment process for those. For most standing committees created in the Code, the council is the appointing authority. The annual recruitment for boards, committees and commissions was initiated on July 16, 2007, and concluded on September 7, 2007. The recruitment was publicized on the Internet, through press releases, council newsletter items, City offices, and at City-related meetings and events. Members of the council were provided with copies of the applications. From this, the council selected those persons who were to be considered as finalists and who were subsequently interviewed by the council. If an applicant received five or more votes to be appointed, that person was presumed to be appointed and thus the motion to appoint reflects that presumption. The recruitment period for the Budget Committee and Planning Commission was extended until Friday, October 26. A relatively low number of applications were received for both of these bodies and, at the direction of the City Council, these appointments were delayed until the appointments were made to the Human Rights Commission, the Sustainability Commission and the Toxics Board. The City Council appoints members to the Budget Committee and Planning Commission. For the Police Commission and the Whilamut Natural Area Citizen Planning Committee, the Mayor nominates and the City Council appoints. F:\CMO\2007 Council Agendas\M071126\S0711265.doc The terms on these boards, committees and commission began on November 1, 2007; however the Eugene Code allows members to serve beyond the expiration date of his/her term until a replacement is appointed. RELATED CITY POLICIES The boards, committees and commissions serve as advisory bodies to the City Council in the development of various city policies. COUNCIL OPTIONS The City Council may 1. Appoint applicants who have been nominated; 2. Appoint other applicants from the pool, or 3. Seek additional candidates for these positions. CITY MANAGER’S RECOMMENDATION The City Manager has no recommendation on this item; the appointments are made by the council. SUGGESTED MOTIONS Budget Committee There are two vacancies on the Budget Committee. Five applications were received, including the two current members who wished to be considered for reappointment. From this pool, the council chose to reappoint one incumbent in the initial round. None were selected to be interviewed; rather votes were cast to appoint other candidates and of these none received enough to have his/her name placed in nomination. Move to reappoint Terrance McDonald to Position 2 on the Budget Committee for a three-year term beginning November 1, 2007, and ending on October 31, 2010. Move to appoint _______________ to Position 7 on the Budget Committee for a three-year term beginning November 1, 2007, and ending on October 31, 2010. Planning Commission There is one vacancy on the Planning Commission. Four applications were received, including one person who withdrew on November 16. From the pool of remaining applicants, the council chose to interview two candidates and neither had enough votes to have his/her name placed in nomination. Move to appoint _______________ to Position 1 on the Planning Commission for a four-year term beginning November 1, 2007, and ending on October 31, 2011. Whilamut Natural Area Citizen Planning Committee Due to a resignations after the annual recruitment period had ended, there are two vacancies for Eugene residents on the committee. The Mayor reviewed the pool of candidates not appointed F:\CMO\2007 Council Agendas\M071126\S0711265.doc from the most recent recruitment process and makes the following nominations: Move to appoint Theresa Brand to Position 7, the unexpired term of Elliot McIntire, on the Whilamut Natural Area Citizen Planning Committee, for a term beginning November 27, 2007, and ending on October 31, 2008. Move to appoint Mary Morrison to Position 9, the unexpired term of Howard Bonnett, on the Whilamut Natural Area Citizen Planning Committee, for a term beginning November 27, 2007, and ending on October 31, 2010. Police Commission Again, due to a resignation in early November, there is one vacancy on the Police Commission. The Mayor reviewed the pool of candidates not appointed from the most recent recruitment process and makes the following nomination: Move to appoint Marilyn Nelson to Position 7, the unexpired term of Charles Zennache, on the Police Commission, for a term beginning November 27, 2007, and expiring October 31, 2010.
