Construction and Development Fee Adjustments Proposed for January 1, 2008
The Planning and Development, Fire, and Public Works departments propose to adjust construction and
development-related fees on January 1, 2008. These fees fund plan review, inspection, and enforcement
services for State building codes and several local land use and environmental regulations. The
proposed adjustments are needed to cover increased costs for the current level of services offered in this
program area; recovery of 100 percent of costs through fees is mandated. The last adjustment to the
Construction and Development Fee Schedule was implemented October 31, 2003.
Regular permit customers will be notified by special mailing, information will be available at the Permit
and Information Center, and notice of the change will be posted in The Register-Guard on December 1.
Customers and community members are invited to comment on the changes between December 1 – 17.
Adjustments include an overall increase of three percent to most fees and a five percent increase in the
State electrical program area, which has not been meeting cost recovery goals. Local review fees are
increasing to capture the cost of additional plan review required by adopted stormwater requirements.
The administrative fee increases from eight percent to nine percent of total assessed fees, and Eugene is
required to adopt the State’s surcharge, which is scheduled to increase from eight percent to 12 percent.
Staff is also proposing a simplified method of calculating several fees, and the reduction of several fees.

Court Manager Certification Program Completed
On November 16, Court Administrator Kristie Hammitt completed a Certified Court Manager program
offered by the National Center for State Courts in Williamsburg, Virginia. In addition to the week-long
concluding seminar completed in November, Kristie also completed five core courses in court
administration: Court Performance Standards, Fundamental Issues of Caseflow Management, Managing
Court Financial Resources, Managing Human Resources, and Managing Technology Projects and
Technology Resources.
Kristie is one of over 500 court professionals across the United States, Canada, Puerto Rico and the
Virgin Islands who have achieved this certification since implemented in the year 2000. For further

Hult Center and Companies Collaborate on Special Holiday Gift
The Hult Center is excited to work in a unique partnership with Resident Companies in offering the 3-
Show Sampler for the third year in a row. The companies working together are the Eugene Concert
Choir, Eugene Ballet Company, the Eugene Opera, Eugene Symphony, Hult Presents, Oregon Bach
Festival, Oregon Mozart Players, and the Willamette Repertory Theatre.
The 3-Show Sampler is designed to:
Sell future show tickets;
Provide consumers with a sampling of Resident Companies and
Hult Presents shows;
Offer a “package” of tickets; and
Work, promote and succeed cooperatively.
This perfect holiday gift (gift-giving is an ART!) allows the lucky recipient
to choose three of eight offered shows. This package is once again
priced at only $60 and has been well received. In the last two holiday
seasons, over 150 3-Show Samplers have been sold, which represents
more than 450 tickets.
The organizations involved each contribute $200 for the production of a color brochure, certificate, and
some simple marketing. Three marketing managers make up the production team and each one
promotes the Sampler throughout the holiday season on all websites, electronic newsletters, and lobby

Students Sell Creations at Art Show and Sale
Adaptive Recreation invites you to the Arts Careers Art Show and Sale from 10 a.m. to 7 p.m. on Friday,
December 7, at the Hilyard Community Center. Admission is free. All of the gifts and collectables on
display were hand-crafted by students in the Art Career Program. Sale proceeds go to the individual
artists.
The Art Careers program provides individuals of all abilities and disabilities to gain knowledge of their
artistic skills while creating art and handicrafts. The show and sale provides collectors with an
opportunity to meet the artists and purchase unique gifts. For further information, call Molly Elliott at 682-

Turkey Burn Success in Aquatics
While many of us were sitting around eating Thanksgiving leftovers on Saturday, November 24, Sheldon
and Echo Hollow Pools hosted the annual “Turkey Burn” fitness event. Forty people participated,
‘burning’ off their holiday feasts with shallow and deep water aerobics, and touring the fitness centers. A
drawing for participants was held, with prizes ranging from a lotion sampler pack up to the grand prize of
a free month pass to the pool. It was a great time for everyone involved, and they look forward to doing it

First Friday @ the Downtown Library: African Joy!
Warm up a winter night with songs of Africa performed by the
City Singers on First Friday, December 7, at 6 p.m. at Eugene
Public Library, Downtown. This skilled choir is made up
entirely of City of Eugene staffers. Discover the hidden talents
behind those employee nametags!
Then, the vibrant Won Tan Nara Drum and Dance Ensemble
take the stage to energize and inspire all ages with joyful
dancing, acrobatics, and percussion.
Won Tan Nara's artistic director and featured performer is Alseny Yansane, a master teacher and 14-year
member of the world-renowned Ballets Africains of Guinea, West Africa. As a cultural ambassador, he
has a wide understanding of the rhythms from each geographical region of Guinea and has brought new

songs and musical arrangements to the Pacific Northwest. Won Tan Nara is a unifying phrase that
means "we are one" in Alseny's native language, Susu.
The Downtown Library stays open until 8 p.m. on First Fridays. The performances are free-of-charge.
