Tax Levy for Funding of Pavement Capital Preservation Projects
City Council President:
I move todirect the City Manager to bring a
proposal to a future council work session for a GO Bond measure to
Eugene City Council Agenda: December 10, 2007 F:\CMO\2007 Council Agendas\M071210\A071210S.doc
fund $81 million of pavement capital preservation projects over 10
years within an appropriate timeframe to place the question on the
November 2008 ballot. The proposal should include ballot measure
language that provides for both a list of high priority pavement capital
preservation projects and appropriate flexibility for planning activities
and changing pavement capital preservation project priorities.

The Mayor adjourns the meeting of the Eugene City Council and convenes a meeting of the Eugene
Urban Renewal Agency.

West Broadway Project
Urban Renewal Agency President:
I moveto direct the City
Manager to:
1. Proceed with negotiations for the Beam Development project
as selected in the West Broadway Request for Qualifications
process to renovate the Centre Court building and Washburne
building, and provide a yet-to-be defined level of new
construction in the adjacent hole. Work with Beam to
assemble the property through URA acquisition or assignment
of purchase option agreements.
2. Present the Beam proposal for URA consideration in February
2008 including details on the City’s financial participation,
transfer of property, mix of uses, density, design, and timeline
for the project.
3. Come back to the URA with options for moving forward with
th
the redevelopment of the 10 and Charnelton site.

public hearing.
Each person will have three minutes to speak. When you come to the podium,
please give your name, city of residence, and, for Eugene residents, your ward
if known. The timer and lights indicate the time you have to speak. A yellow
light will come on when you have 15 seconds to complete your comments.
The red light indicates the end of three minutes.
Mayor closes Public Forum and asks for comments from the City Council.

An Ordinance Concerning Annexation and Withdrawal Procedures;
Amending Sections 2.212, 9.7055, 9.7205, and 9.8035 of the Eugene Code,
1971; Repealing Existing Sections 9.7800 to 9.7885 of that Code; Adding
New Sections 9.7800, Through 9.7835 and Sections 9.8115 Through 9.8121
to that Code; Declaring an Emergency; and Providing an Effective Date

: I move that the City Council adopt Council Bill 4960,
an ordinance concerning annexation and withdrawal procedures.

An Ordinance Authorizing the Institution of Proceedings in Eminent
Domain for the Acquisition by Condemnation of Property for Park and
