The draft RFP being considered for the site is included in Attachment A. BACKGROUND th The 10 & Charnelton development site includes the 1/4-block, former Sears building property, along th with the 1/8-block surface parking lot on the northwest corner of 10 and Olive. The other half of the th surface parking on 10 and Olive is owned by Diamond Parking. The URA has a purchase option agreement with Diamond Parking which includes the Diamond parking lot and Bradford’s building. The URA purchased the Sears property in 1993. The acquisition which cost approximately $900,000 ($12/sqft) included the Sears building property and the half-block on which the new library was constructed. The URA contributed the half-block to the library project in 2004, which represented a th land contribution in excess of $1 million at that time. The most recent appraisal of the 10 & Charnelton development site, completed on May 10, 2006, indicated a market vale of $970,000 ($25/sqft.). th The first RFP for the sale and development of the 10 & Charnelton site was issued in 1999. Responses were limited, and the URA deferred review of the responses due to pending discussion of sites for the Federal Courthouse and new City Hall options. In December 2002, a second abbreviated RFP was issued and the URA selected the Oregon Research Institute (ORI) project. Following ORI’s decision to not pursue the purchase and development of the site, a third RFP was issued in June 2006. The URA selected the project presented by TK Partners. In December 2007, TK Partners provided notice that they th would not pursue development of the 10 & Charnelton site. On January 4, 2008, the Eugene Redevelopment Advisory Committee (ERAC) reviewed the draft RFP criteria and provided input regarding the issuance of a new RFP. ERAC unanimously recommended that the URA delay issuance of the RFP until after the URA has: a) entered into a binding agreement with Beam Development for redevelopment of the Centre Court and Washburne properties and, b) resolved the unknown future of the purchase options on properties, particularly the Diamond/Bradford’s property. In ERAC’s discussions, they stressed focusing efforts on the Beam Development project at F:\CMO\2008 Council Agendas\M080116\S080116B.doc this time to enhance the chance of success. Given limited urban renewal funds, they also suggested that the URA determine how much financial assistance will be needed for the Beam project before moving th forward with a project at 10 & Charnelton. ERAC also stressed that attracting a housing proposal for the site may be difficult at this time given the decline in the housing market. They also suggested that completion of the downtown zoning review project should progress before a new RFP is issued. ERAC th emphasized that the availability of the 10 and Chanelton site is well known given prior RFPs, and that their recommendation assumed that the URA would continue to work with parties interested in the site. State statutes, the Downtown Urban Renewal Plan, and adopted URA procedures govern the disposition of real property held by the URA. URA procedures provide for the City Manager, as the business agent for the URA, to publicly or privately solicit proposals and to negotiate with any party for the disposal of real property consistent with the Urban Renewal Plan. Any proposal which is acceptable to the City Manager must then be presented to the council (acting as the URA) for its approval. RELATED CITY POLICIES th Redevelopment of the 10 & Charnelton site is consistent with the policies and implementation strategies included in the Downtown Plan, including: ? Downtown development shall support the urban qualities of density, vitality, livability and diversity to create a downtown, urban environment. ? Actively pursue public/private development opportunities to achieve the vision for an active, vital, growing downtown. ? Use downtown development tools and incentives to encourage development that provides character and density downtown. ? Promote multi-story, mixed-use structures downtown through financial incentives or code amendments. ? Stimulate multi-unit housing in the downtown core and on the edges of downtown for a variety of income levels and ownership opportunities. ? Provide and promote development and community events that reinforce downtown’s role as the cultural center for the city and region. ? Reinforce the creative, distinctive culture of downtown as the arts and entertainment center of the city. In addition, the future development of the site is responsive to the following Growth Management Policies: Policy 1: Support the existing Eugene Urban Growth Boundary by taking actions to increase density and use existing vacant and under-used land within the boundary more efficiently. Policy 2: Encourage in-fill, mixed-use, redevelopment, and higher density development. Policy 3: Encourage a mix of business and residential uses downtown using incentives and zoning. Policy 10: Encourage the creation of transportation-efficient land use patterns and implementation of nodal development concepts. F:\CMO\2008 Council Agendas\M080116\S080116B.doc Policy 14: Development shall be required to pay the full cost of extending infrastructure and services, except that the City will examine ways to subsidize the costs of providing infrastructure or offer other incentives that support higher-density infill, mixed use, and redevelopment. – This item is also related to one of the new 2007-2008 Council Goals: Downtown InitiativeFacilitate significant revitalization of downtown core. COUNCIL OPTIONS 1. Approve the draft RFP, and direct the Agency Director to issue the RFP. 2. Amend the draft RFP, and direct the Agency Director to issue the RFP. th 3. Defer issuance of the RFP, and consider options for the 10 & Charnelton development site at a future date. AGENCY DIRECTOR’S RECOMMENDATION The Agency Director recommends that issuance of the RFP be deferred until after the City has reached a final agreement with Beam for the redevelopment of the Centre Court and Washburne properties. Because the success of the Beam project is a high priority, deferral of the RRP provides the best opportunity for the URA to focus its financial resources and efforts on making the Beam project a reality. SUGGESTED MOTION th Move to defer issuance of an RFP for the 10 & Charnelton development site, and direct the Agency Director to 1) focus efforts on moving the Beam project forward and; 2) bring back an RFP for review after the URA has signed a binding agreement with Beam Development.
