This work session will provide an update on the status of the project and background for the February 25 request for financing authorization. No action is requested at this meeting. BACKGROUND In February 2006, the EWEB Board of Commissioners authorized relocation of the utility’s water and electric engineering and operations functions currently located downtown to a new site at Roosevelt Boulevard and Beltline Road. Customer Service and certain administrative functions will remain downtown in the existing headquarters building. This decision followed a consensus board agreement that most of the existing downtown operations facilities have outlived their useful life and need to be replaced, and that long-term use of the riverfront site for EWEB water and electric operations, and equipment storage functions, was not in the best interest of the utility or the community. In April 2006, the board authorized issuance of $8 million in electric system revenue bonds under provisions of the Uniform Revenue Bond Act to help finance design and development work related to the relocation. In May 2006, the council approved that authorization. In July 2006, EWEB started final design of the new facilities. In February 2007, after detailed review, the board agreed the project cost estimate ($98 million) was too high and directed staff to reduce the scope and cost for the new facilities. In July 2007, after several months of review, including a space and cost reduction of approximately 15 percent and a third-party project review completed by several local contractors, the board approved a revised project budget of $83.5 million and authorized staff to proceed with the design and preparation of a cost estimate to use in project financing in early 2008. The “Roosevelt Operations Center Schematic Design Executive Summary” is attached (Attachment A). This document provides a detailed description of the project, program and space requirements, estimated costs, a review of proposed sustainability measures, and plans of the site and proposed buildings. The proposed Roosevelt Operations Center will be on a 52-acre site at the south- east corner of Beltline Road and Roosevelt Boulevard, and includes an operations and engineering building (combination shops and offices); warehouse; fleet services building; equipment and material storage and staging yard; driveways and employee parking. Sustainability and Efficiency Measures. EWEB intends to incorporate energy conservation and efficiency measures into the new development with the goal of achieving a LEED Gold certification. More detail is provided in Attachment A. Permits. Because part of the Roosevelt site is designated as developable wetlands, EWEB will obtain removal and fill permits from the U.S. Army Corps of Engineers and Oregon Department of State Lands. A permit will also be obtained from the Oregon Department of Environmental Quality. These permits will allow for completion of the earthwork portion of the project construction by fall 2008. Delays in completion of this initial earthwork will push project completion back by at least one year. EWEB is also working with City staff to obtain the required building permits. Wetland Impact and Mitigation. The Roosevelt project will impact approximately 16.5 acres of wetlands on the site. To offset that impact, EWEB will restore and create approximately 10.5 acres of wetlands on site and, in addition, purchase approximately 8.2 acres of mitigation bank credits from the City’s West Eugene Wetlands Mitigation Bank. The EWEB payment to the City mitigation bank is expected to be approximately $435,000. Project Cost and Funding Process. The project budget approved by the EWEB Board in July 2007 is $83.5 million. Following recent review of updated project cost estimates using more detailed design information developed since July 2007, the EWEB staff has reaffirmed the $83.5 million estimate and, as a result, will not be recommending any change in the project budget to the board. On February 5, the EWEB Board will be asked to authorize a final bond financing authorization amount of $85.5 million. That amount includes $83.5 million (the final project budget) less $5.6 million (the remaining proceeds from the $8 million authorized in 2006) plus approximately $1.85 million in issuance costs plus $5.6 million necessary to fund a debt service reserve account. Assuming board approval, submission to the council of an authorization request for the project financing will follow on February 25. The financing is expected to be accomplished under provisions of the Uniform Revenue Bond Act (URBA), which has been used by EWEB since 1992 for electric and water * utility financing authorizations. Estimated Water and Electric Rate Impacts. Credit from any sale of riverfront property downtown will reduce these amounts. Actual rate increases related to the project will occur gradually and will depend to some degree on the amount and timing of (1) construction expenditures, and (2) any credits from sale of surplus property downtown. Electric customers could see an approximate 1% increase in 2009, with a 0 to 0.5% increase in 2011, depending on timing of any credits from downtown property sales. Water customers could see an approximate 4% to 9% increase in 2011, with the actual amount also dependent on timing of any * credits from downtown property sales. Public Process. The EWEB Board has been considering the need for new facilities and possible relo- cation since the late 1990s. The board’s decision process on this matter has been very deliberate and has included: ? Discussion at numerous board meetings and work sessions since 2005. All of those meetings have included time for public comment. ? Three advertised public briefings; one at Petersen Barn in the project area and two at the EWEB headquarters. ? Articles in the 2005 and 2006 editions of Pipeline, EWEB’s newsletter that is delivered by mail to all customers. ? EWEB staff and commissioners have given updates and answered questions about the project during numerous presentations to neighborhood groups, civic and service clubs, and other groups over the past two years. ? Although not specific to the Roosevelt project, the EWEB Board conducted two public hearings in 2005 related to the possible siting of a new hospital on the property. During those hearings, public testimony was solicited and accepted related to relocation of EWEB facilities. ? Current and comprehensive information has been made available on the utility’s web site (www.eweb.org). There has not been substantial customer comment on this project. Input has included the desire that EWEB develop these new facilities economically, incorporate sustainability measures into the develop- ment, and apply any riverfront sale proceeds to the Roosevelt project cost. EWEB has received very little public testimony or other comments supporting continued use of the riverfront property as a utility equipment and material storage yard. It is also noted that, in addition to the EWEB process, both the U.S. Army Corps of Engineers and the Oregon Department of State Lands have completed public review processes in conjunction with the permitting related to the site. No public comments were received by either agency. The Roosevelt Operations Center will be financed and owned by the Electric Utility. The Water Utility will lease space * from the Electric Utility with lease payments based on estimates of Water’s share of the facility. July 2008 – start construction ? September 2010 – complete construction Additional EWEB Bond Authorizations. EWEB will also be asking for authorization for two additional bond financings (not related to the Roosevelt Project financing) in the next several months. The first bond financing is to refund Series 1998 Revenue Bonds and 1998A Electric Revenue Bonds totaling $46 million used to refund previously outstanding bonds and to finance acquisition of the Wyoming Wind Project. The purpose of the refinancing is to achieve interest savings on the bonds. The second bond financing is to issue $15,595,000 in Water Revenue Bonds used to finance Water Utility capital improvements such as the Hayden Bridge Filtration Expansion and a Water Main Replacement.
