AGENDA ITEM SUMMARY
This item is to provide an opportunity for the council to appoint Jon Ruiz as the Eugene City Manager
and direct Mayor Piercy and the City Council officers to finalize the terms of employment for Mr. Ruiz.
BACKGROUND
On February 2, 2008, the Mayor and City Council interviewed three candidates for the position of City
Manager. That evening, the Mayor and City Council identified Mr. Ruiz as their top candidate. The
Mayor and council gave direction to Human Resources staff and Executive Recruiter, Bob Neher, to
complete additional background calls and other checks. The confidential background results were
forwarded to the Mayor and City Council on February 13, 2008.
The Mayor and council officers met with Human Resources staff on February 11, 2008, to develop a
draft contract and a compensation negotiation draft. Council President Pryor completed successful salary
and employment agreement negotiations with Mr. Ruiz on February 13, 2008.
RELATED CITY POLICIES
The City Charter, Eugene City Code and City of Eugene personnel policies all have bearing on this
appointment process. The Charter creates the position of City Manager and outlines the authorities of
the position. The Eugene Code also defines some of the powers and authorities of the City Manager
position and the employment of the City Manager must be consistent with personnel policies.
COUNCIL OPTIONS
The council may make an offer of employment to Mr. Ruiz and direct the Council President to execute
the final employment agreement with Mr. Ruiz.
STAFF RECOMMENDATION
Staff recommends authorizing Council President Pryor to execute the final employment agreement with
Mr. Ruiz and offer the City Manager position to Mr. Ruiz.

SUGGESTED MOTION
Move to authorize Council President Pryor to sign the final employment agreement with Mr. Ruiz as
presented to the Mayor and Council and to appoint Jon Ruiz as the City Manager of Eugene.
