Roll Call Vote *Time approximate 7:30 p.m. CITY COUNCIL MEETING Council Chamber, City Hall 1.PUBLIC FORUM Mayor: The Public Forum is an opportunity for individuals to speak to the City Council on any city-related issues except for those items which have already been heard by a Hearings Official or are on tonight’s agenda as a public hearing. Each person will have three minutes to speak. When you come to the podium, please give your name, city of residence, and, for Eugene residents, your ward if known. The timer and lights indicate the time you have to speak. A yellow light will come on when you have 15 seconds to complete your comments. The red light indicates the end of three minutes. Mayor closes Public Forum and asks for comments from the City Council. 2. CONSENT CALENDAR A. Approval of City Council Minutes - February 2, 2008, Executive Session - February 2, 2008, Work Session B. Approval of Tentative Working Agenda C. Adoption of Resolution 4931 Authorizing the Issuance and Sale of Electric Utility System Revenue Bonds in Aggregate Principal Amount of not to Exceed Eighty-Five Million Five Hundred Thousand Dollars ($85,500,000) for the Purposes of Financing Improvements to the Electric Utility System and Providing for Related Matters D. Endorsement of Ridgeline Area Open Space Vision and Action Plan E. Adoption of Resolution 4929 Adopting Amended Systems Development Charge Methodology for Parks System and Amending Resolution No. 4900 F. Adoption of Resolution 4930 Amending Eugene City Council Operating Agreements and Repealing Resolution Number 4872 G. Approval of Construction Excise Tax – Bethel School District Council President: I move to approve the items on the Consent Calendar. Roll Call Vote 4.ACTION: An Ordinance Providing for Withdrawal of Territories from the River Road Water District and River Road Park and Recreation District and from the Santa Clara Water District City Council President: I move that the City Council adopt Council Bill 4968, an ordinance providing for withdrawal of territories. Roll Call Vote 5.ACTION: An Ordinance Concerning Offenses and State Traffic Laws; Amending Sections 4.115, 4.990 and 5.005 of the Eugene Code, 1971; Declaring an Emergency; and Providing an Immediate Effective Date City Council President: I move that the City Council adopt Council Bill 4969, an ordinance concerning offenses and state traffic laws.
