HomeMy WebLinkAboutAdmin Order 21-16-03ADMINISTRATIVE ORDER NO. 21-16-03 of the City Manager of the City of Eugene DIRECTING THE OFFICE OF EMERGENCY MANAGEMENT OF THE STATE OF OREGON TO DISTRIBUTE EMERGENCY COMMUNICATIONS ACCOUNT PROCEEDS FOR THE CENTRAL LANE PSAP DIRECTLY TO THE CITY OF EUGENE. The City Manager of the City of Eugene finds that: A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the City Manager is designated as the administrative head of the City, and is authorized to enforce all ordinances of the City and oversee day to day administrative operations of the City. B. The City of Eugene, Lane County, and the other cities within Lane County jointly planned, developed and formed the 9-1-1 jurisdictions and 9-1-1 services areas for Lane County. C. The City of Eugene, through its Eugene Police Department and the Central Lane Communications Center ("CLCC") manages the Central Lane PSAP 9-1-1 service area, which serves the areas of Eugene, Coburg, Creswell, Junction City, Lowell, Oakridge, Springfield, Veneta, West Fir, and a certain portion of unincorporated Lane County, D. Pursuant to ORS 403.200 through 403.250, the state of Oregon imposes a tax on those who have telecommunication services with access to the emergency communications system. E. The amounts collected are held in trust and, pursuant to ORS 403.240, are disbursed quarterly to jurisdictions with Public Safety Emergency Communication Centers. Historically, the State has disbursed to the Lane Council of Governments ("LCOG.') the funds for the Lane County PSAPs, which in turn disbursed the funds to the participating cities and Lane County. F. Lane County, Eugene and the other participating cities within Central Lane PSAP have determined that it would be more efficient for the state of Oregon to distribute the account proceeds for the Central Lane PSAP directly to the City of Eugene, rather than to LCOG for distribution. NOW, THEREFORE, based on the above findings, I direct the Office of Emergency Management of the State Of Oregon to distribute to the City of Eugene the allocation of emergency communications tax account proceeds for the Central Lane PSAP, collected under ORS 403.200 through 403.250, directly to the City of Eugene.
