HomeMy WebLinkAboutAdmin Order 58-16-10ADMINISTRATIVE ORDER NO. 58-16-10 of the Traffic Engineer of the City of Eugene CLOSURE OF PITCHFORD AVENUE WEST OF WESTEC DRIVE TO VEHICULAR TRAFFIC The Traffic Engineer of the City of Eugene finds that: A. EC 5.040 authorizes the City Manager or the Manager's designee W take administrative action to close or open any street to vehicular or pedestrian traffic. EC 5.055 sets forth the criteria the City Manager or the City Manager's designee should consider when taking administrative action authorized by EC 5.040. B. On September 24, 2009, the City Manager issued Administrative Order No. 58-09- 14 granting the Traffic Engineer and the Public Works Department the authority to exercise all of the duties and responsibilities specifically defined as those of the City Manager in Section 5.040 and 5.050 of the Eugene Code, 1971. C. By Administrative Order No. 58-16-06, the City Manager appointed me as the City's AIC Traffic Engineer and delegated to me authority to exercise all duties and responsibilities granted to the City Manager by EC 5.040 and 5.050. D. Pursuant to the above -authority, I intend to close Pitchford Avenue west of Westec Drive to vehicular traffic. In making the decision to close Pitchford Avenue west of Westec Drive to vehicular traffic, I considered all of the applicable criteria set forth in EC 5.055, including the consideration of traffic engineering principles and traffic investigations. Based on the applicable criteria set forth in EC 5.055, the following findings support my decision to close Pitchford Avenue west of Westec Drive to vehicular traffic: 1. Pitchford Avenue from Westec Drive to its western terminus is a local street approximately 1,500 -feet in length. It is bordered by five tax lots. Tax lots 1704333300700, 1704333300800 and 1804042000100 are adjacent to the north side of the street and are undeveloped. The south side of the street is adjacent to tax lots 1804042000400 and 1804042000500 which are part of the Avago Technologies campus. There are no accesses to adjacent property on Pitchford Avenue. A gate located at the western terminus of the street controls access to unimproved City right- of-way and adjacent properties. Administrative Order -- Page l of 2 2. Illegal car camping and dumping of trash and debris along Pitchford Avenue west of Westec Drive have created safety issues and has placed a burden on City resources. 3. Closure of Pitchford Avenue west of Westec Drive was requested and is supported by adjacent property owners. 4. This segment of Pitchford Avenue does not currently serve as a vehicular route and closure will not cause any detriment to the public or the abutting property owners. The abutting property owners do not currently use this segment of Pitchford Avenue for on - street parking purposes. 5. It is in the best interest of the public's health, safety and welfare to close the segment of Pitchford Avenue west of Westec Drive to vehicular traffic until such time as one of the abutting properties develops in a manner that will take access from this segment of Pitchford Avenue or Pitchford Avenue is extended to make it a through street. 6. The closed segment of the Pitchford Avenue will remain accessible to emergency vehicles. 7. ` The closed segment of Pitchford Avenue will remain open to pedestrians and bicycles. 8. The City's adopted transportation -related plans and policies do not require that this segment of Pitchford Avenue remain open to vehicular traffic. Upon development of property that will take access from the segment to be closed, or extension of Pitchford Avenue making it a through street, the segment will be reopened. On the basis of these findings, I order that: 1. The segment of Pitchford Avenue west of the intersection with Westec Drive, approximately 1,500 -feet in length is hereby closed to vehicular traffic until property taking access from this street segment is developed or Pitchford Avenue is extended to make it a through street. 2.
