BACKGROUND Cris Beamud was hired as Police Auditor by the City Council on October 16, 2006. The office became fully operational and began intake of complaints in October 2007. The Police Auditor is past due for her annual evaluation and corresponding merit increase. The focus of the work session on March 10 will be to develop an abbreviated evaluation process to look back at Ms. Beamud’s performance since her date of hire. This abbreviated evaluation process is currently scheduled for a work session on April 9. Whichever option is chosen in preparation for the April 9 meeting, three documents are included to assist the council in this process. The Charter language calls for the Citizen Review Board to be involved in the development of the Police Auditor evaluation process. RELATED CITY POLICIES City of Eugene Ordinance No. 20374 provides the framework for the reporting relationship between the City Council and the Police Auditor including the role of the Citizen Review Board in the evaluation process. COUNCIL OPTIONS April 9 Initial Evaluation Options: 1. Provide a verbal evaluation to the Police Auditor. 2. Complete the attached checklist and summary form to capture components of the evaluation. If this option is selected then forms will be returned to Human Resources staff to create a consolidated report. This will provide the framework for the April 9 evaluation discussion. 3. Combination of options 1 and 2 or other suggestions from City Council. F:\CMO\2008 Council Agendas\M080310\S080310C.doc Comprehensive Annual Evaluation Process: A. Direct the Citizen Review Board, with Human Resource staff assistance, to develop recommendations to Council for a comprehensive annual evaluation process. B. Direct the Council President, or a subcommittee of the council, along with two representatives from the Citizen Review Board, with Human Resource staff assistance, to develop recommendations for a comprehensive annual evaluation process. C. City Council creates the annual evaluation process. CITY MANAGER’S RECOMMENDATION None; the Police Auditor is the City Council’s employee. SUGGESTED MOTION Move to provide an abbreviated performance evaluation consistent with April 9 Option 1 above and develop an ongoing evaluation process consistent with Comprehensive Annual Evaluation Process Option A above.
