ISSUE STATEMENT
The City Council is asked to approve the Eugene 08 Neighborhood Grant proposals submitted for 2008.
BACKGROUND
On May 7, 2007, the Budget Committee passed a motion to make $6,000 of the funds allocated for the
FY08 Olympic Trials available to the neighborhoods most directly impacted by the event, specifically,
South University and Fairmount neighborhoods. The funds were to be split evenly between the
neighborhoods and administered under the guidelines of the Neighborhood Matching Grant Program.
On May 16, 2007, the Budget Committee passed a motion to make available $6,000 of funds allocated
to the FY08 Olympic Trials for use by the Amazon, West University and Harlow neighborhoods for
activities or projects related to mitigating impacts from the trials subject to the same guidelines as the
Neighborhood Matching Grant Program.
Four of the five eligible neighborhoods submitted applications. The following is a summary of the
proposed projects, associated neighborhood and grant amounts:
1.Adidas Amazon Trail and Rexius Running Trail Signage (Amazon and Harlow Neighbors,
$2,500):
This project will add signage with maps and training mileage information to two of the
premier running trails in Eugene. It is anticipated that these facilities will see extensive use by
the athletes and visitors during the Olympic Trials. Two of the signs are to be located at the
north and south entrances to the Adidas Trail in Amazon Park. The third sign is to be placed at
the northern end of the Rexius Trail, near Amazon Drive East and Hilyard Street.
2.West University Neighborhood Park Enhancement (West University Neighbors, $2,000):
This project will provide funding for improvements at the West University Park commemorating
the Eugene 08 event. After years of closure the park is undergoing renovation yet currently has
no seating areas or other amenities. Proposed improvements include a café table, chairs and
benches with a commemorative plaque.
3.Placement of Mid-Block Street Lights (South University Neighborhood Assoc., $3,000):
This project will place 6-10 street lights along routes that are currently not well-lit and expected
to experience increased traffic from the Olympic Trials. Lights will use existing poles and
conform to City outdoor lighting regulations.

4.Alton Baker Park Kiosk (Harlow Neighbors, $1,500):
Nearby Nature, Inc. proposes to
construct a covered wooden kiosk in the vicinity of the Alton Baker Park Host Residence that
will provide valuable information for both Olympic Trial visitors and community residents, such
as park maps, rules and contact information, park and neighborhood events and volunteer project
information. Kiosk information will help ensure Olympic Trial visitors enjoy the park safely and
respectfully.
On April 8, 2008, the Department Advisory Committee (DAC) voted unanimously to recommend
funding the three proposals submitted by the Amazon, Harlow and South University Neighborhood
Associations. The DAC felt the West University Neighborhood proposal did not have a strong enough
link to the Eugene 08 events, lacked detail, and could not provide sufficient assurance that it would be
implemented before the Olympic Trials took place. The DAC believed that this project would be more
acceptable as a future proposed matching grant project.
RELATED CITY POLICIES
This initiative is consistent with the council’s Neighborhood Empowerment Initiative and supports the
following priorities identified in the Neighborhood Action Plan:
·Implement neighborhood matching grants
·Make parks safer
·Promote neighborhood identity
·Ensure safe routes for walkers
COUNCIL OPTIONS
The City Council may approve, amend or deny the grants recommended for funding by the Department
Advisory Committee.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends the City Council approve all the Eugene 08 Neighborhood Grants
recommended for funding by the Department Advisory Committee.
SUGGESTED MOTION
Move to direct the City Manager to fund the Eugene 08 Neighborhood Grant proposals submitted by the
Amazon Neighbors, Harlow Neighbors and South University Neighborhood Associations.
