Errata to September 2001 TransPlan
Chapter 1 Errata
On Chapter 1, Page 5 - revise the "Participating Agencies and Geographic Area" section to add
the following paragraphs:
Because TransPlan serves as both the federally required Regional Transportation Plan for
the Eugene-Springfield area and as the Transportation Functional Plan for Metro Plan,
two planning horizons are referred to in the document - 2015 and 2020. Jbe 2015
planning horizon is used to be consistent with the 2015 Metro Plan planning horizon. In
particular, forecasted regional land use allocations use Metro Plan's 2015 land uses as a
basis. The 2015 planning horizon is used in conjunction with the Performance Measures
contained in Chapter 4 that are a requirement ofLCDC's Transportation Planning Rule.
A 2020 planning horizon has been developed to meet federal requirements for a 20-year
financial constraint and air quality conformity determination. Because there is no official
land use allocation beyond 2015, the 2020 forecasts represent an extrapolation of2015
population and employment. Revenue and Cost estimates used in TransPlan are for
2020.
On Chapter 1, Page 5 - revise the first paragraph under "TransPlan Legal Status and Adopted
Sections" to read:
Local jurisdictions will adopt TransPlan as the region's transportation plan. The
portions of TransPlan that will be adopted as Metro Plan policy amendments
include goals, policies and 20-year fiscally constrained Capital Investment Action
project lists (programmed and unprogrammed projects).
Chapter 2 Errata
On Chapter 2, Page 29, revise "TSI Transit Policy #2: Bus Rapid Transit" Policy Definition and
Intent to read:

Policy DefinitionlIntent: BRT is, in essence, the use of buses to emulate the positive
characteristics of a rail system, but at a fraction of the cost of a rail system. The BR T system will

BRT, when combined with other system improvement, land use, and demand management
strategies, is expected to increase the share of riders who use public transportation. BR T is also

expected to help the region maintain conformity with federal air quality standards. BRT,
combined with nodal development, is a key strategy in the regions compliance with alternative
performance measures for the Transportation Planning Rule. Commitment by the region to full
system build out of BR T within 20 years is essential to meeting the alternative performance
measures. The full system will include 61 miles ofBRT corridor service. The majority of each
corridor will include exclusive bus treatment. When funding or traffic conditions restrict
implementation of exclusive bus treatment within a corridor, priority should be given to
improvements providing the greatest benefit to travel timesavings. The BRT strategy will be
implemented to the extent that planning and engineering studies show that the system would
increase the use of transit, is supported by the community, and can be funded. As BRT is
implemented, LTD, Springfield, Eugene, Lane County, and ODOT will consider neighborhood
impacts when designing elements of specific segments.
Chapter 3 Errata
On Chapter 3, Page 7, remove reference to Appendix G by revising paragraph above "Column 1:
Name" to read:
The columns/fields of information common to each table are defined below.
On Chapter 3, Page 8, add reference to base year for cost estimates by revising the paragraph
below "Column 5: Estimated Cost" to read:
This field provides a determination of planning cost estimates. The estimated costs are
not precise engineering estimates, but are used as planning estimates to assist in
determining the financial impacts. Cost estimates are provided in 1997 dollars, consistent
with revenue estimates used in the plan.
On Chapter 3, Page 11, replace table titled Summary of Capital Investment Actions Roadway
Projects ($ Thousands) with updated table (attached to this errata packet) to reflect revised
calculations.
On Chapter 3, Page 12 and Page 13, fix references regarding corridors requiring further study
and major investments by revising the list of corridors beginning on the bottom of Page 12 and
the paragraph that follows on Page 13 to read:

In the case of the West 11 th Avenue and Coburg Road corridors (items #7 and #8), studies are
proposed to address access, safety, and operational problems. In the case of 18th Avenue and
the Southeast Eugene corridors (items #9 and # 10), studies are proposed to address major
capacity issues, as well as safety, access, and operational problems. In the case of Interstate
5 (item # 1), a comprehensive study of 1-5 interchanges from the Willamette River south to
30th Avenue is proposed to address major capacity, safety, access and operational problems.
The extent of further study that each corridor requires will depend on the level of analysis
completed to date, the level of specificity of any proposed solutions, and the level of
environmental analysis required for a project to proceed. Examples of typical studies
prepared prior to construction of a system improvement include the Beltline/I-5 refinement
study, the Ferry Street Bridge Study, the West Eugene Parkway Environmental Impact
Study, and the Jasper Extension design study.
On Chapter 3, Page 16, move Roadway Project #506 (Beltline widening, River Road to Delta)-
move from Programmed to Unprogrammed.
On Chapter 3, Page 42, replace Eugene with ODOT as Jurisdiction for Project 666 (1-5 Bike
Bridge).
On Chapter 3, Pages 14-29, replace Table la-Financially Constrained 20-Year Capital
Investment Actions: Roadway Projects with updated table (attached to this errata packet) to

Errata to September 2001 TransPlan
On Appendix F, Page 9, replace last paragraph and sub-points "a" and "b" of Policy F-15 with
the following language
In some cases, the level of service on a facility may be substandard. The local
government jurisdiction may find that transportation system improvements to
bring performance up to standard within the planning horizon may not be feasible,
and safety will not be compromised, and broader community goals would be
better served by allowing a substandard level of service. The limitation on the
feasibility of a transportation system improvement may arise from severe
constraints including but not limited to environmental conditions, lack of public
agency financial resources, or land use constraint factors. It is not the intent of
TSI Roadway Policy #2: Motor Vehicle Level of Service to require deferral of
development in such cases. The intent is to defer motor vehicle capacity
increasing transportation system improvements until existing constraints can be
overcome or develop an alternative mix of strategies (such as: land use measures,
ruM, short-term safety improvements) to address the problem.
Capital Investment Actions: Roadway Projects
The following project categories are included in the Capital Investment Action Roadway Projects
list:
1. New Arterial Link or Interchange - These projects add new links or interchanges to the
arterial or freeway systems in the region. Projects typically consist of any required right-of-
way acquisition, general roadway construction, and addition of pedestrian and bicycle
facilities either adjacent or parallel to the roadway.
2. Added Freeway Lanes or Major Interchange Improvements - These projects add
capacity to existing freeways or freeway interchanges in the region. Projects typically consist
of added freeway lanes or interchange reconstruction and expansion.
3. Arterial Capacity Improvements - These projects add capacity to existing arterials in the
region. Projects typically consist of improvements to traffic control, the safety of the
corridor, additional turn lanes, or reconstruction, including additional lanes.
4. New Collectors - All new collector projects will generally be constructed to the
implementing jurisdiction's urban standards.
5. Urban Standards - Projects with this description consist of rebuilding an existing roadway
to upgrade it to urban standards, with curbs, sidewalks, and bicycle facilities.
6. Study - These types of projects are detailed studies that identify and offer solutions to
specific problems related to multi-modal traffic flow and safety along the corridor.
Improvements identified by these studies are expected to be added to the TransPlan project
list through the amendment process.

Chapter 2 Errata:
Correction to Exhibit B-1. Errata to September 2001 TransPlan and to September 2001
TransPlan:
Chapter 2, Page 29, make further revisions to the Policy Definition/Intent statement for TSI
Transit Policy #2, Bus Rapid Transit, to read as follows:
Policy Definition/Intent: BRT is, in essence, the use of buses to emulate the positive
characteristics of a rail system, but at a fraction of the cost of a rail system. The BR T
system will include:
· Exclusive busways along majer eerridors the maioritv of each corridor,
· Faster boarding through low-floor, multiple door vehicles,
· Minimum ten minute frequency during peak hours,
· Increased convenience and comfort,
· Limited stops,
· Improved travel time through reduction of impact from normal traffic congestion
through bus priority treatment
· A connected system of BR T corridor and neighborhood routes
BR T, when combined with other system improvement, land use, and demand
management strategies, is expected to increase the share of riders who use public
transportation. BR T is also expected to help the region maintain conformity with federal
air quality standards. BR T, combined with nodal development, is a key strategy in the
region~g. compliance with alternative performance measures for the Transportation
Planning Rule. Cohunitment by the region to full system build out of BR T within 20
years is essential to meeting the alternative performance measures. The full system will
include 61 miles ofBRT corridor service. The majority of each corridor will include
exeIHsi'/e bHS t-reatment exclusive buswavs. When funding or traffic conditions restrict
implementation of elJlelHSi'le bas treat meet exclusive busways within a corridor, priority
should be given to improvements providing the greatest benefit to travel timesavings.
The BR T strategy will be implemented to the extent that planning and engineering
studies show that the system would increase the use of transit, is supported by the
community, and can be funded. As BRT is implemented, LTD, Springfield, Eugene,
Lane County, and ODOT will consider neighborhood impacts when designing elements
of specific segments.

Appendix A, make further revisions as follows:
(1) revise the geographic limits for the 1-5 Interchange Study to read: "McKenzie V/illamette
River south to 30th Avenue"; and
(2) add the following footnote to the description of the geographic limits on page 3-28:
"Inclusion of the Beltline/I-5 Interchange in this study is not intended to delay the
Beltline/I-5 Interchange Project. but to incorporate the design elements from the final
Environmental Assessment in the overall interchange study. "

On Appendix F, Page 9, revise Section 2 of Policy F-15 for consistency with Chapter 2, page 26
to read as follows:
