WORK SESSION: Downtown Public Safety Zone City Council President: I move to direct the City Manager to schedule a public hearing on an ordinance providing for exclusion of persons who commit certain offenses in the downtown area. WORK SESSION: General Obligation Bonds for Street Maintenance Projects City Council President: Imove to direct the City Manager to bring to the council a resolution placing an $81.1 million GO bond measure on the November 2008 ballot, consistent with the initial project list in Attachment C and the draft resolution in Attachment E. Roll Call Vote * time approximate 7:30 p.m. CITY COUNCIL MEETING and MEETING OF THE EUGENE URBAN RENEWAL AGENCY 1.PUBLIC FORUM Mayor: The Public Forum is an opportunity for individuals to speak to the City Council on any city-related issues except for those items which have already been heard by a Hearings Official or are on tonight’s agenda as a public hearing. Each person will have three minutes to speak. When you come to the podium, please give your name, city of residence, and, for Eugene residents, your ward if known. The timer and lights indicate the time you have to speak. A yellow light will come on when you have 15 seconds to complete your comments. The red light indicates the end of three minutes. Mayor closes Public Forum and asks for comments from the City Council. 2. CONSENT CALENDAR A. Roll Call Vote 4.PUBLIC HEARING AND ACTION: Resolution 4945 Electing to Receive State Revenue Sharing Funds Pursuant to Section 221.770 of Oregon Revised Statutes; Resolution 4946 Certifying that the City of Eugene Provides the Municipal Services Required by Oregon Revised Statues Section 221.760; Resolution 4947 Adopting the Budget, Making Appropriations, Determining, Levying and Categorizing the Annual Ad Valorem Property Tax Levy for the City of Eugene for the Fiscal Year Beginning July 1, 2008, and Ending June 30, 2009 Manager: Introduces topic, presents background information. Roll Call Vote City Council President: I move to adopt Resolution 4946 certifying that the City of Eugene provides the municipal services required by Oregon Revised Statues Section 221.760. Urban Renewal Agency President: I move to adopt Resolution 1048 of the Urban Renewal Agency of the City of Eugene adopting the budget and making appropriations for the fiscal year beginning July 1, 2008, and ending June 30, 2009. Roll Call Vote The Mayor adjourns the meeting of the Eugene Urban Renewal Agency and reconvenes the meeting of the Eugene City Council. Roll Call Vote 7.ACTION: An Ordinance Concerning Extra-Territorial Water and Sewer Extensions Procedures; and Amending Sections 9.7055, 9.7205, 9.7820, and 9.8121 of the Eugene Code, 1971 City Council President: I move that the City Council adopt Council Bill 4976, an ordinance concerning extra-territorial water and sewer extensions procedures.
