On April 15, 2008, the EWEB Board of Commissioners selected five individuals. The purpose of the work session is for the City Council to select the remaining four members of the nine-member Community Advisory Team (CAT). BACKGROUND On December 17, 2007, following direction by the City Council and the EWEB Board of Commissioners, City Manager pro tem Angel Jones and EWEB General Manager Randy Berggren signed a Memorandum of Understanding (MOU) outlining the steps leading to the disposition and redevelopment of the EWEB riverfront property. The MOU directed the EWEB Board and the City Council to appoint a CAT to guide the master planning process. Specifically, the EWEB Board was to select five members and the Eugene City Council was to select four members of the CAT to work with a qualified consultant/facilitator to create a master plan for the EWEB riverfront property. The application period for the CAT was open between Wednesday, February 20, 2008, and Friday, March 28, 2008. A total of 47 applications were received; subsequently, one individual removed his application due to a conflict of interest. In the final pool, there were 37 male and nine female applicants, located throughout the community. Based on zip code locations, 97405 had the most applicants with 17; followed by 97401 with 10; 97403 with 9; 97408 with 5; 97402 with 3; 97404 with 1 and 97489 (Leaburg) with 1. On April 15, 2008, the EWEB Board of Commissioners selected five individuals: Dave Hauser, Dean Pape, Tom Hoyt, Gary Wildish, and Desiree Moore. EWEB Commissioners have indicated that they also intend to select an alternate CAT member, in the event that one of the individuals initially selected is required to withdraw from the master planning process for any reason. The applications for 41 individuals are provided in Attachment B. Attachment C provides the applications for the five individuals previously selected by EWEB. Attachment D lists nine individuals that Mayor Piercy has put forward for review and consideration by the council. The master planning process is expected to involve a significant number of CAT meetings, in addition to at least four public workshops. City and EWEB staff plan on contacting all applicants who are not selected for the CAT to encourage their continued participation in the riverfront master planning process, such as through the public workshops. RELATED CITY POLICIES Numerous City policies reference the potential and community value of the EWEB riverfront property. The most relevant and recent are the four policies in the Downtown Riverfront section of the Eugene Downtown Plan (page 29): 1.Incorporate the Willamette River as an integral element to downtown planning and development. 2.Collaborate with EWEB to encourage relocation of their utility facilities. 3.A master plan for the EWEB riverfront property must be approved by the City before any redevelopment, land use application, rezoning, Metro Plan or refinement plan diagram amendments are approved for uses not associated with EWEB functions. The master plan shall be evaluated based on the master plan's consistency with principles A through D below: A.Create a “people place” that is active, vibrant, accessible and multi-use. B.Provide appropriate setbacks, deeper where environmental or habitat issues are more critical, shallower in other areas. C.Incorporate appropriate building and site design techniques that address environmental concerns. D.Incorporate an educational aspect, so that the riverfront improvements teach us about our river, our history and our city. The master plan shall be considered using the City's Type II application procedures, unless the applicant elects to have the master plan reviewed concurrently with a Type III, Type IV or Type V application. 4.Facilitate dense development in the courthouse area and other sites between the core of downtown and the river. COUNCIL OPTIONS 1.Select four individuals from the list of nine applicants put forward by Mayor Piercy for the Community Advisory Team for the EWEB riverfront master planning process. 2.Provide other direction to the City Manager regarding the selection of individuals for the Community Advisory Team for the EWEB riverfront master planning process. 3.Take no action.
