BACKGROUND Cris Beamud was hired as the Police Auditor by the City Council on October 16, 2006. On March 10, 2008, the council requested that staff work on both an immediate evaluation process for Ms. Beamud, and a more detailed evaluation for the following year. On April 9, 2008, the Police Auditor had her first annual evaluation and corresponding merit increase based on an abbreviated process which included feedback from both the Civilian Review Board (CRB) and the council. Since that time, staff has met with the CRB and Ms. Beamud on two occasions to develop recommended criteria for the next annual review of the Police Auditor. Attached are two documents that reflect CRB recommendations. The first document would be used by the council in their review of the Police Auditor, while the second would be used by the CRB. Both documents provide criteria by which to measure the performance of the Police Auditor. It was recommended that a self evaluation be provided for use in the next evaluation process. Some council members had requested a process to allow for feedback from complainants. The CRB suggested that during the intake process of a complaint, a short response card could be provided with a return envelope for comments. This would allow complainants to respond anonymously, if preferred. RELATED CITY POLICIES City of Eugene Ordinance No. 20374 provides the framework for the reporting relationship between the City Council and the Police Auditor including the role of the Civilian Review Board in the evaluation process. COUNCIL OPTIONS 1.Review and adopt the recommended performance criteria for the Police Auditor 2.Create new and/or additional performance criteria for the Police Auditor. SUGGESTED MOTION Move to adopt the recommended performance criteria for the Police Auditor as recommended by the CRB. (The CRB will identify the relevant groups and the Council may seek input from the community groups – prepare list of groups) Have ongoing, informed dialogues with diverse community groups. Interacts professionally with the Eugene Police Department to support respectful relationships.
