REPEAL OF DESIGN STANDARDS FOR STREET LIGHTING SYSTEMS
ADMINISTRATIVE RULE R-7.085/SL AND ADMINISTRATIVE ORDER
NO. 58-07-09-F.
The City Manager of the City of Eugene finds as follows:
A. Section 2.019 of the Eugene Code, 1971, authorizes the City Manager to adopt rules
and regulations necessary for the administration or enforcement of provisions of the Eugene Code,
1971. Section 7.085 of that Code authorizes the preparation of design standards and standard
specifications for construction, reconstruction, or repair of public improvements. -
B. On November 22, 1999, Design Standards and Guidelines for Eugene Streets,
Sidewalks, Bikeways and Access Ways ("Standards and Guidelines") were adopted by Resolution
No. 4608, and the Eugene Arterial and Collector Street Plan ("the Plan") was adopted as findings
to Ordinance No. 20181. Both the Standards and Guidelines and the Plan included street lighting
design standards.
C. On October 11, 2007, Administrative Order No. 58-07-09-F was issued adopting
Design Standards for Street Lighting Systems Administrative Rule R-7.085/SL for the purpose of
providing additional information and guidance for achieving the goals of the street lighting
standards.
D. On March 2, 2016, Administrative Order No. 58-16-01 was issued amending the
Public Improvement Design Standards Manual. Amendment of the Manual included incorporating
street lighting systems design standards into the Manual.
E. Due to amendment of the Public Improvement Design Standards Manual
referenced in paragraph D above, on March 18, 2016, 1 issued Administrative Order No. 58-16-
02, proposing to repeal the Design Standards for Street Lighting Systems and Administrative Order
No. 58-07-09-F.
F. Notice of the proposed repeal of Administrative Order 58-07-09-F was published
in the Register Guard Newspaper on April 11, 12, 13, 14, and 15, 2016, and made available to
persons who had requested such notice. The Notice provided that written comments would be
received for a period of 15 days from the first date of publication. No comments were received
within the time or in the manner provided in the Notice.

NOW, THEREFORE, based upon the above findings, and pursuant to the authority of
Sections 2.019 and 7.085 of the Eugene Code, 1971, Design Standards for Street Lighting Systems
Administrative Rule R-7.085/SL and Administrative Order No. 58-07-09-F are repealed as of the
effective date of this Order.
