RESCINDING AUTHORITY GRANTED TO ADVANCED SECURITY
INCORPORATED TO ISSUE PARD NOTICES +CII+" RESTRICTION OF
USE.
The Executive Director of the Public 'Warks Department of the City of Eugene funds
that:
A. Pursuant to the authority of Administrative Order No. 21-03-12 issued by the City
Manager, the Executive Director of the Public Works Department is authorized to regulate City
parks, protect parr visitors and the park environment, and adapt rules regarding the use of parrs.
On September 9, 2013, the City Manager issued Administrative Order No. 21-13-01 reaffirming
me as the Executive Director of the Public Works Department.
B. The City of Eugene has a contract with Advanced Security incorporated (ASI) for
AIS to provide park security services in specified parks and at designated times..
C. On. July 5, 2016, 1 executed a Memorandum granting; authority to ASI to issue
Park Notices of Restriction of Use. A copy of the July 1, 2016, Memorandum (executed on July
5, 2016) is attached to this Order.
D. It has subsequently been determined that ASI does not need the ability to issue
Park Notices of Restriction of Use for ASI to effectively perform its contracted parr security
services.
Can the basis of these findings, I order that:
1. The July 1, 2016, Memorandum, executed on July 5, 2016, granting authority to
,Advanced Security Incorporated (ASI) to issue Park Notices of Restriction of Use is hereby
rescinded.
2. If AST encounters a situation where issuance of a Notice of Restriction of Use is
necessary, ASI will contact EPD. Authority to issue Parr Notices of Restriction of Use
previously granted to the Police Services Division Deputy Director or designee by
Administrative Order No. 58-96-17 remains in full fierce and effect.

Subject: Granting authority for Advanced Security Incorporated to issue Park Notice of Restriction of Use
Kurt, please review and sign this authorization for Advanced Security Incorporated (ASI) to issue Park
Notice of Restriction of Use under contract 2013-05307 Amendment 415 -Park Patrols.
Advanced Security Incorporated (ASI) is under contract with the City of Eugene, Parks and Open Space
Division (contract # 2013-05 307, Amendment #S) to provide park patrols to generate voluntary
compliance with Park Rules. In order to effectively generate compliance with rules, it is necessary for the
contractor to be able to issue Notice of Park Restriction of Use when rule violators are not cooperative,
Park Rule 1.005 Enforcement provides authorization for City personnel or police officers to enforce rules.
As a contracted agent to provide this enforcement, Advanced Security will be operating as an agent of the
City. When acting in the capacity as an agent of the City under contract 0201.3-0530:7, ASI is hereby
authorized to issue Park Notice of Restriction of Use as prescribed in Rule 1.005(3) (a) or (3)(b).
