Traffic Engineer of the City of Eugene
The 'Traffic Engineer of the City of Eugene finds that:
A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the
City Manager is designated as the administrative head of the City, and is specifically authorized
to enforce all ordinances of the City. In addition, EC 5.040 authorizes the City Manager or the
Manager's designee to take administrative action establishing parking area time limitations,
including the form of permissible parking, and imposing conditions upon which the streets and
other public property may be used for parking. EC 5.055 sets forth the criteria the City Manager
or the City Manager's designee should consider when taking administrative action authorized by
EC 5.040.
B. On September 24, 2009, the City Manager issued Administrative Order No. 58-09-
14 granting the Traffic Engineer of the Public Works Department the authority to exercise all of
the duties and responsibilities specifically defined as those of the City Manager in Section 5.040
and 5.050 of the Eugene Code, 1971. In addition, Administrative Rule R-5.045 assigns additional
responsibilities to the Traffic Engineer.
C. On February 10, 2016, the City Manager issued Administrative Order No. 58-16-
06 appointing me as the City's AIC Traffic Engineer.
D. Pursuant to the above -authority, I intend to remove on -street parking from the south
side of East 24th Avenue between Patterson Street and Amazon Parkway. In making the decision
to remove parking from the south side of East 24th Avenue between Patterson Street and Amazon
Parkway, I have considered all of the applicable criteria set forth in EC 5.055. Based on the
applicable criteria set forth in EC 5.055, the following findings support my decision to remove
parking:
1. The Eugene 4J School District has requested removal of the on -street parking on the
south side of East 24th Avenue between Patterson Street and Amazon Parkway to
decrease conflicts between vehicles using the on -street parking for pick-up and drop-
off and students using the eastbound bike lane as well as to increase sight distance at
the driveway exiting the new Roosevelt Middle School campus. The new school
campus, which will be open for the beginning of 2016-2017 school year, includes on -

site circulation for pick-up and drop-off as well as a net increase of approximately 32
parking spots compared to the old campus.
2. By Resolution 4608, the City Council adopted the Design Standards and Guidelines for
Eugene Streets, Sidewalks, Bikeways and Access Ways which includes travel lanes
and bike lanes as standard features of Minor Arterial streets. Parking is an optional
feature on Major Arterials. By Ordinance No. 20181, the City Council adopted the
Street Classification Map that designated East 24th Avenue as a Minor Arterial.
3. East 24th Avenue is a minor arterial with a posted speed of 30 mph. The street has one
eastbound travel lane, one west bound travel lane, an eastbound bike lane adjacent to
on -street parking and a west bound bike lane adjacent to the curb. The curb to curb
width is approximately 35 -feet.
4. The adopted Design Standards and Guidelines establishes design guidelines for travel
lane widths on Minor Arterial streets at 11 feet, bike lanes at a minimum of 5 feet, and
parking lanes at a minimum of 7 feet. Current widths of the travel lanes, bike lanes and
parking lanes along this portion of East 24th Avenue fall below the adopted minimum
standards.
5. If parking is removed from the south side of East 24th Avenue, the curb to curb width
of East 24th Avenue will be wide enough to increase the width of the travel lanes and
install protected bike lanes that exceed minimum widths.
6. From 2009 to 2014, there were two crashes involving motor vehicles and people riding
bicycles on this section of East 24th Avenue.
7. Parking studies conducted by the City and Eugene 4J staff between November 2015
and March 2016 show an average parking volume of 17 vehicles parking in
approximately 33 parking spaces along the south side of East 24th Avenue between
Patterson Street and Amazon Parkway. Two public meetings were held to discuss the
proposed parking removal. Representatives of Spencer's View Apartments, which is
adjacent to East 24th Avenue on the north side of the street and owned by the University
of Oregon, expressed concern over the parking removal but with alterations to their on-
site parking management have enough on-site parking spaces to meet their tenant's
needs.
8. Removal of parking on the south side of East 201 Avenue is consistent with objectives
1 and 2 and policies 1. 1, 1.5, 2.1 and 2.3 of the Eugene Pedestrian and Bicycle Master
Plan (PBMP) accepted by Eugene City Council on March 12, 2012.

Objective I -Create 20 -minute neighborhoods by providing accessible, efficient and
convenient methods for pedestrians and bicyclists to travel to the places where they
live, shop, work and play by expanding and improving Eugene's bicycle and pedestrian
network.
Policy 1.1: Make bicycling and walking more attractive than driving for trips of two
miles or less.
Policy 1.5: Construct high-quality pedestrian and bicycle infrastructure to provide
safer, more appealing and well-connected facilities.
Objective 2Safety and Equity: Build a system that addresses the needs and safety of
all users, including youth, the elderly, people with disabilities, and people of all races,
ethnicities and incomes.
Policy 2.1: Continually improve bicycling and walking comfort and safety through
design, operations and maintenance including development of "low stress" bikeways
to attract new cyclists.
Policy 2.3: Ensure that bicycling and walking facilities are provided for all
demographics, including people of different ages, races.
9. Removal of parking on the south side of East 24th Avenue is consistent with the Eugene
Springfield Area Transportation Plan (TransPlan) adopted as amended by Council
Ordinance Number 20258 on July 8, 2002.
Transportation System Improvements Roadway Policy #1: Mobility and Safety for all
Modes states:
"Address the mobility and safety needs of motorists, transit users, bicyclists,
pedestrians, and the needs of emergency vehicles when planning and constructing
roadway system improvements."
10. Removing parking from the south side of East 24th Avenue between Patterson Street
and Amazon Parkway to allow for protected bike lanes enables the public to use East
24th Avenue in a more safe, comfortable and efficient multi -modal manner, is
consistent with TransPlan objectives and Eugene Bicycle and Pedestrian Plan
objectives and policies and, therefore, is in the best interest of the public.

On the basis of these findings, I order that on -street parking be removed from the south
side of East 24th Avenue, from Patterson Street to Amazon Parkway.
