HomeMy WebLinkAboutORDINANCE NO. 8704p •~~ ORDINANCE 8704 An Ordinance relating to National defense, providing for observance of blackouts or other restrictions imposed by civil authorities or by the army or navy of the United States, providing for penalties for violation, and declaring an erriergeney. The City of Eugene does ordain as follows: I~ Section 1. The Council finds that in the present state oi' National emergency it becomes necessary from time to time to impose blackouts upon order of the civil authorities, or ~ti~e Army or Navy or both, and likewise that it ' becomes necessary to impose certain restrictions upon civil life of the community in order that the welfare of the community and the Nation as a whole may be ~ 'preserved; note, therefore, it shall be unlawful for any person, firm or corporation ~ to refuse or neglect to comply with such orders as may be issued from time to time relating to civil conduct and particularly as the same relates to orders for blackouts, restricted use of motor vehicles and other such orders promul- j gated by civil authorities, or by the Army or the navy of the United Stares, or both. During any period of blackout it shall be unlawful for any person, firm, or corporation to wilfully refuse or neglect to obey any of the following rules ~ and regulations or to wilfully refuse -or• neglect to obey any lawful order of ~ civil or military or naval authorities, or of the regularly or specially appointed officers charged with the enforcement of the rules and regulations governing ! blackouts. The following general provisions shall apply: IF YOU ARE AT HOME, IN A HOTEL ROOTv1 OR ~PARTN~NT 1. Turn out all exterior lights. 2. See that no lighting in your house, room or apartment is visible from the outside. 3. If you cannot obscure your windows with dark materials turn off your lights, but do not use main switch. 4. Listen in on your radio. 5. T~anagements of hotels and apartment houses are responsible for exterior lighting. MOTOR VEHICLES, INCLUDING PF.IVATE AUTOMOI3ILES, STREET CARS AND TROLLY COACHES AND-BUSSES 1. IVlotor vehicles, including private automobiles, street cars and trolley coaches or busses, not equipped with lights in accordnance with blackout regulations promulgated by proper authorities and authorized, shall not be operated during a blackout. 2. Motor vehicles, including private automobiles, street cars, and trolley coaches or busses equipped with lights in accordance with blackout regulations promulgated by proper authorities and authorized, may be operated for necessary travel at a speed not to exceed 20 miles per hour. 3. Headlights shall be operated only on dim or parking beam. 4. No interior lights shall be pe~rmYitted in any motor vehicle. 5. Do not drive with your lights out. 6. Do not park in front of fire exit, fire plug, hospital entrance or at a street intersection. 7. Do not block center of street as fire apparatus, police cars, or other emergency vehicles may have to answer emergency calls. 8.~ Clear all bridges. STORES, T~.AltiITFACTURING COI'~?PANIES, AND INDUSTRIAL PLANTS 1. Have district watchman or some other person on duty during the blackout. I 2. Be sure all exterior lights are out, including signs. ~ 3. See that interior lights are not risible~.-from the outside. 4. Your presence on the premises will aid materially in protecting your property. _~ 1~5 9~ IF UNAVOIDABLY OUTDOORS 1. Proceed with caution. Keep to the right, Do not run ---walk. Use extreme caution in crossing a street. Carry a flashlight. MAIN SV',1ITCHES 1. Should not be turned off. IMPaF.TANT 1. Do not forget your skylight if you have one. YOU MUST BE PREMISES. DO NOT Nothing contained in the above rules shall be deemed a limitation upon the authority of the civil, military or naval authorities tQ impose other and additional rules and regulations. Section 2. Any person, firm or corporation violating any of the provisions of section~l shall upon conviction thereof in the City Recorder's Court, be punished by a fine not exceeding X200.00, and in the default of the payment of such fine may be imprisoned in the city jail one day for each X2.00 of the fine unpa id. Section 3. Inasmuch as this ordinance is necessary for the immediate preservation of the public.~lealth, peace and safety of the City of Eugene in this: In the furtherance of the public welfare it is necessary that immediate steps be taken to enforce blackout and other regulations; therefore, an emergency is de- clared to exist and it is declared to be necessary for the immediate preservation of the peace, health and safety of the city of Eugene that this ordinance take effect upon its passage by the Common Council and its approval by the Mayor, and it is so ordered.
