WHEREAS, the United States of America is now engaged in a world wide war requiring discipline and protection of property and the rendering of extraordinary service, Therefore THE CITY OF EUGENE DOES ORDAIN AS FOLLO6~TS: Section 1. The Common Council hereby authorizes and establishes the formation of a force of special police resepves, the personnel of vahich are to be appointed by the Mayor and confirmed by the Council, whose duties shall be the preservation of life and property, the rendering of immediate aid in emergency, and the observance of strict discipline and obedience to orders. Section 2. The. special police officers hereby authorized shall be under the general control of the Chief of Police of the City of Eugene and shall receive no compensation from the City itself. Section 3. Upon such appointment and confirmation each officer shall subscribe an oath of office and shall be subject to removal by the lbjayor upon the recommendation of the ohief of Police, without any further proceeding or hearing. Section 4. ~'he officers constituting the special police corps herein i provided for shall not be under, and shall be exempt from the provisions of the ~ Civil Service Act and ordinance and are deemed ecr~ergency officers subject only to the provisions of this ordinance. Section 5. Because of the National emergency, a local emergency is hereby declared and it is deemed necessary for the immediate preservation of the peace, health and safety of the City of Eugene that this ordinance take effect immediately. upon its passage by the Common Council and its approval by the Mayor and it is so ordered.
