TF~ CITY OF EUGENE DOES ORDAIN AS FOLLO~'.S: Section 1. ti'r'hen any person shall be convicted of any offense under the laws of the City of Eugene, and shall be adjudged to pay a fine and costs, and shall fail to pay said fine and costs, the City Fecorder may collect said fine by sentencing such person so fined to labor on the streets of the City of Eugene or on other public works of the City of Eugene, one day for each ;2.00 of such fine unpaid. Section 2. Such persons so fined and sentenced to labor shall be under the charge and supervision of the Chief of Police and the Police Department of the City of Eugene. Section 3. ti~Vhereas, the City of Eugene at this time has been arresting many persons who are unable to pay their fines and costs, and it is necessary to place said individuals at labor imrr~ediately, an emergency is hereby declared to exist and it is hereby declared to be necessary for the immediate preservation df the peace, health and safety of the City of Eugene that this or@inance take effect immediately upon its passage by the Cotr~mon Council and its approval by tree ~~ayor and it is so ordered.
