ORDINANCE 8776
An Ordinance amending Ordinance No. 8764 entitled " An Ordinance
prohibiting dogs from running at large during the months of April, May, June,
July, August, and September of any year, in the City of Eugene, declaring an
emergency and providing penalties." which ordinance was passed by the Common
Council on the 22nd day of March, 1943, and approved by the Mayor on the 23rd
day of March, 1943.
VIHEREAS, heretofore the above entitled ordinance was passed prohib-
iting dogs from running at-large during the months of April, May, June, July,
August,~September• in each year, and
Vr1iEREAS, since the enactment of said ordinance the city, cooperating
with the Humane Society, has built up an organization for the care and regula-
tion of dogs, which organization would be largely disrupted if limited to sip
months in each year, the remaining six months largely undoing the work.
Therefore
THE CITY OF EUGEIv'E DOES ORDAIN AS FOLLOVdS ;
Section 1. That Ordinance No. 8764 entitled "An Ordinance prohibiting
dogs from running at large during the months of April, May, June, July, August
and September of any year in the City of Eugene, declaring an emergency and
providing penalties." passed by the Common Council on the 22nd day of March,
1943, and approved by the Mayor on the 23rd day of March, 1943, shall be
amended so that the title and sections 2, 3, and 4 shall read as follows:
(Title) An Ordinance prohibiting dogs from running at
large in any year in the City of Eugene and declaring an
emergency and providing penalties.
Section 2. It shall be unlawful in any year in the City
of Eugene for any owner of a dog to permit the same to run
upon premiss, streets, or alleys other than the property
of his owner., unless he shall be under leash.
Section 3. It shall be unlawful for any dog to run at
large-in the .City of Eugene at any time in the year.
Section 4. All Police officers of the City of Eugene and
any special officer appointed by the Chief of Police and
confirmed by the Council are hereby authorized and directed
to take up and impound any dog or dogs running at large in
the City of Eugene in any year.
Section 2. V~REAS, it is the opinion of the Common Council of the
City of Eugene that permitting dogs to run at large in the City of Eugene will
result in the destruction of valuable pegetation and constitute a nuisance and
a menace to health.
THEREFORE the Common Council declares it to be necessary for the peace
health and safety of the City of Eugene that this Ordinance take effect immed-
iately upon its passage by the Common Council and approval by the Mayor, and
it is so ordered.
