An ordinance providing for the control of rats and mice in the City
of Eugene.
THE CITY OF EUGrT~ DOES ORDAIN AS FOLLO`d~S:
Section 1. Every building or other structure of any and every character 1

whatsoever, other than.residen~s;, in which any substance upon which rats and
mice:can feed is stored or kept, shall .be rat and rodent proofed, either key '.

concrete or metal or some equally impermeable material, so as to effectually
exclude rats or mice, whether said buildins, rests upon a basement or other ~
supports.
Section II. All food and feed kept within the City of Eugene for I
feeding chickens, horses, mules, cows, goats pigs or other domestic animals 1
shall be kept and s~tred either in a rat proofed building or rooms, or• in rat

proof containers.
Section III: All garbage or refuse consisting of waste material upon
which rats or mice may feed still be placed in covered rat-proof containers of

a type prescribed by the health officers of the city, until collected by ~ar-
bage haulers.
Section IV. That all premises, improved or unimproved and all open lots,
areas, streets, sidewalks alleys and other areas in the City of Eugene, shall
be kept clean and free from all rubbish, as well-as loose material that might
serve as a harbor for rats and mice; and all lumber, boxes, barells and loose

iron, and any material that may habor rats shall be placed upon supports in
~~wuch a manner as to provide no refuge for rats and mice.
Section V. Tn all residences and upon all residential properties, ~
availa~?le food for rats and mice shall be kept in containers that are rat-
.
proof, and no food material of any kind, v~~aste or otherwise shall be allowed
where rats and mice can have acess to it.

Section'IV. Whenever it shall come to the attention of the health officer

of the City of Eugene that any of the foregoing regulations are not being ~
observed, or that any building, structure or premises, or portion thereof, in
the City is infested with rats and mice, or has rats and or mice therein or ~
thereunder, the said Health Officer or his representative is hereby authorized
and ~owered to.serve the owner, or the person, firm or corporation responsible
for the mai~,nence thereof with a notice in writing, ordering such person, firm
or corporation to exterminate or eleminate all such rats and mice within thirty
days from the date of such notice. Failure to comply with the requirements of
such notice shall be a violation of this ordinance and shall subject such person,
firm or corporation, to the penalties hereinafter provided.

Section VII. All improvements, repairs, construction and maintenence
of any building of structure, or any equipment or fixtures therein shall
~ comply with the terms of this ordinance. -
~ Section VIII. That the City Health Office is hereby authorized and -

empowered together with any representative or deputy to make inspection of

exterior and interior and underneath any building or structure, or any pre-
i
wises in the City and it shall be unlawful for any owner or person in charge
of such building, structure or premises to fail to permit such inspection,
and punishable as a violation of this ordinance.
Section IX. That from and after the passage of this ordinance it shall
be unlawful for any person, firm, corporation tenah#~ or person in charge of

any building, structure or premises in the City to allow-any conditions to

~ exist thereon or therein, which a~ract or are likely to attract, feed, or
harbor rats or mice.
Section X. Any person, firm or corporation, who shall violate the

terms of this ordinance, or any of the provisions herein, shall be deemed
guilty, upon conviction before the City Recorder or Municipal Judge, and shall
be punished by a fine not exceeding Two Hundred Dollars and may be imprisoned
in the City Jail .for one day for each tv~o dollars of the fine unpaid.
Section XI. All ordinance and parts of ordinances in conflict herewith
be and the same are hereby repealed.
Section XII. If any provision of this ordinance or the application
thereof to any person or circumstances shall be held invalid, the remainder
of the ordinances, and the application of the remainder shall continue un-
impaired.
- Section XIII. Whereas rats and mice are destroying property, spreading
infection and contagion, and constitute a menace to the health and safety of
the residents of Eugene, an emergency is declared to exist, and it is declared
necessary for the immediate. preservation of the peace,~health and safety of
the city that this ordinance take effect immediately upon its passage by the
Common Council and approval by the ldiayor.
