ORDINANCE NO.~
An ordinance regulating the playing of pool, billiards, cards, dice or any
similiar game, and regulating any room or resort in which such games are played in tha
City of Eguene and fixing a lioense on card tables, pool~t ablea, and billiard tables,
fixing a penalty and declaring an emergency, and repealing conflicting ordinances.
THE CITY OF EUGENE DOES ORDAIN AS FOLLO~TS:
Section 1. ~o pool room card room or similar resort in the City of Eugene shall
be permitted to have or maintain any booth, enclosure or room, other than its main roam,
in which cards, dice or other games may be played, and it is hereby made unlawful for
any person or persons to maintain in any pool room, card room or similar resort in the
City of Eugene, any booth, enclosure, screened off portion of such room, or other
obstructed portion shut off from observation, from its main room in which games of cards
dice or other devices can be played shut off from observation from any portion of the
main pool room, cardroom or similar .place, AlI rooms must be open and accessible at all
times to inspection.
Section 2. It is hereby made unlawful for any person or persons to play cards,
dice or other games, or permit the same to be done, in any pool room, card room or
similar place in the City of Eugene, without any room, enclosure, booth or behind any '
j screen or other obstruction, it being the purpose of this ordinance to require all
~ games as herein described to be played in such a manner that they may at all times be
inspected and seen from all and any portion of the pool room card room or similar place.
' Section 3. It shell be unlawful for any person, firm or corporation within the

i City of Eugene, to keep open on the first day of the week comonly called Sunday, any
billiard room, pool room, dance hall, or any place where any game of chance is played
or any public place where any game of ea.rds is played for amusement or otherwise, or
i any public place where dice is thrown for amusement or otherwise, or any similar place
of amusement.

Section ~.. Any officer, manager, employee or agent having charge or control of any
pool room, card room or similar resort in the City of Eugene, which shall be maintained
or operated in violation of the provisions of this ordinance shall be deemed guilty of
a violation of the terms of this ordinance and punishable as hereinafter provided.
Section 5. A Regulatory lioense fee is hereby established for card tables, pool
tables and billiard tables as follows; For the first card table X10.00; each additional
j table $5.00. For the first pool table $10.00; each additional table X5.00. For the
first billiard table $$10.00; each additional table $5.00. The license fee shall be pay-
I, able annually in advance on the first day of July in each year.

And it shall be unlawful to install, keep or maintain in any pool room, card
room or similar resort, any card table, pool table or billiard table without having
first applied for and received from the City Recorder a license therefor.
Section b. Any person violating any of the provisions of this ordinance shall be
sub3ect, upon conviction in the Municipal Court to a fine of not exceeding two hundred
dollars, and for the costs of the prosecution.
Section 7. Whereas it is the beleif of the Common Council that rooms where cards,
dice; pool and billiard are.pls.yed have ~ tendacy to promote unlawful gambling. It is
therefore declared that it ~is necessary to the immediate preservation ofthe peace, health
and safety of the. City of Eugene that this ordinance take effect at once, and an emerg-
ency is hereby declared to -exist and it is so ordered that this ordinance shall become
effective upon its passage by the Common Council and its approval by the Mayor.
Section $. All ordinance or parts of ordinance in conflict herewith, particularly
ordinances 8568 and ordinance 8297, are hereby repealed.
