An ordinance adopting specifications for concrete sidewalks and curbings in the City
of Eugene.
The City of Eugene Does Ordain as Follows:
Specifications:
Permits. Permits must be secured before commencing to build any sidewalk. Vrhen ready
to pour, the Engineering Department must be notified, forms must be checked and an inspector
must be on the job while placing of concrete continues.
Section 1. That all concrete sidewalks and curbings hereafter constrt.!cted in the City
of Eugene, shall be constructed according to the follo~rring specifications:
Concrete sidewalks shall be five (5) feet in width and four (1.G) ir_ches in thickness
unless otherwise specified, and shall conform accurately to the lines and grades given
by the City Engineer; a.nd shall be constructed as follows:
The sub-soil shall be excavated to a depth of four (1t) inches belo~rT the finished grade,
and thoroughly settled and compressed by wetting, tamping or rolling.
If any filling is necessary it shall be made of such width and v~rith such side slopes
as may be shown on the plans or as may, in the judgment of the City Engineer, be required
to maintain solid and permanent sidewalks. A11 embankments under vralks shall be made of
suitable material, spread in la}~ers not exceeding six inches in thickness. Each layer shall
be thoroughly flushed with v~rater and tamped and rolled until a hard unyelding surface is
obtained and to the satisfaction of the City Engineer. Adobe soil shall be covered with
a layer of pea gravel or sand. Emban~;ments must extend one foot from the outside edge of
the surface of the finished walk and. have a slope of not less t han 12 to 1.
?~ti'henever, in the judgment of the City Engineer, the original ground under any em-
bankment is too soft or otherwise unsuitable to remain under the walk, ~.t must be ex-
cavated to such depth as di ratted, ant filled in -~rith suitable material, ta:~pa ~ ~,.,,d
watered, in layers as specified to the satisfaction of the Cii;,y Engineer.
The contractor shall provide forms of such shape and dimensions as may be required.
They shall be made of no+., less than two inch (2~~) by four inch (!~~-) surfaced l~unber. The
cost of furnishing and setting the forms, must be included in the Price bid for concrete
sidewalks. A!'ter the forms a.re set accurately to the grades and slopes given, the foundation
shall be brought to the exact sub-grade required and v~~ell wetted and smoothed dovm just
before placing the concrete.
Concrete shall be deposited in the forms in sufficient quantity so that in tamping,
the mortar willt~ brought to the surface and in tamping will be effective through the
concrete. Concrete shall be tamped with a tamper of sufficient ~nreic~tht and des5_gn to bring
the mortar tc the surface and drive the rock down in order that the finish will be true and
free from rocks showing on the surface. ~r'hen concrete has been tamped, it shall be care-
fully brought to the f~ nished grade by screeding and floating.

"V" shaped grooves one-quarter of an inch (1~1t) in depth shall then be made with a suitable
tool, dividing the sidevralk into blocks five feet (5-) square, or as the City Engineer may
direct. The cement coating shall be roughened by finishing vrith a floor brush or in such
manner as the City Engineer may specify.
At such points as may be directed by the City Engineer, and which shall be approximately
sixty (EO) feet apart, all concrete sidewalks shall have a joint, extending entirely through
the concrete. This joint shall be one-quarter (1/1~~~) by four is~ches (1~~') asphalt composition
or c ark .
When the sidewalk is completed, it shall b e covered vrith such material as may be
directed and kept moist by sprinkling for at least one week. The sprinkling shall be done
as often as may be necessary to keep the sidewalk constantly moist.
Cement. All cement used on the work shall conform to ASTlt4 Specification C-150-1t2,
dry and free from all lumps and foreign material, delivered on the ground in the original
packages, in good condition, properly covered and protected from rain and dampness.
It shall be delivered on the work in advance, in such quantities as to afford the
engineer an opportunity of making tests before the cement shall be used.
In addition to the tests above specified, all cement used on this work shall be
subjected to such tests as may be necessary to determine whether or not the cemen t
possesses the necessary qualiti_es,~for the particular work for which it is intended. Should
there be discovered at any time, any characteristics in an;r cement being used that are
objectionable, in this work, or shculd the cement fail to make good concrete or mortar,
the further use of cement of the same brand in this work shall b e prohibited.
Sand. All sand used on the work in. the mixture of cement mortar shall be furnishe d
by the contractor, and shall be of the best quality available.
It shall be clean, screened, coarse and sharp, free from loam, clay, vegetable matter,
or other foreign substances, and satisfactory to the City Engineer.
Gravel. The gravel used on the work shall be thoroughly washed until free from loam,
clay or earthly particles. Concrete sidevralk and curb shall be composed cne (1) part cement,
two and one-quarter ( 2 1/!~ ) parts. sand, four and one-quarter (1~ 1/Lt) parts: of gravel.
A sack of cement, 91~ lbs. shall be taken as one (1) cubic foot. One cubic yard of concrete
shall contain not less than 5 sacks of cement. Materials shall be mixed in a batch mixer
for not less than one minute. All batches containing an excess of water will be rejected.
Ready mix-Concrete.. All ready-mix concrete delivered to the job shall be accompanied
by a certificate containing the follov~ring information: Name of Compan~r, Address, Time load
Left plant, Time received at job, Number of cubic yards, ti`dater gallons, Cement lbs., Sand
lbs., Gravel lbs., Brand of Cement. Any load not accompanied by such certificate will be
rejected.
The contractor will be required to starrip his name in letters from one (1) to two (2)
inches high and one-quarter of an inch deep, twide in each block on each side of street, and

the name of the street to be plainly stamped at each street intersection.
Retempering of concrete or mortar vrill not be permitted. All mortar or concrete that
has begun to set before ramming is completed shall be removed from. the work. Cony concrete
or mortar that fails to show proper bond, or that fails to set, after in the opz.nion of
the City Engineer, it has been allowed sufficient time,.shall b e taken up and replaced by
the contractor at his ovrn expense with new concrete or mortar of proper quality.
All walks or driveways connecting wi td1 priv~,.te entraces, or any extra work connected
with or incidental to the complete performance of this contract, shall be executed by the
contractor in a neat and workmanlike manner, in accordance with specifications or the
special directions of the City Engineer in each case. Cement vralk in front of driveway
shall be seven (7) inches in thickness.
Eefore the final release of the work all concrete ~idevralks will be carefully inspected
and sounded for defec~, ar_d any hcllaw or othervrise defective blocks shall be cut out and
replaced by the contractor at his own expense.
PJo concrete sidewalk shall be constructed upon any embankment unless the City
Engineer shall consider the same sufficiently settled to afford a stable foundation.
Concrete curbs are to be constructed according to the dimensions and form shovm
on the plans in the City Engineer's Office, and if constructed upon embankment, the
filling shall be done in. accordance with these specifications for sidewalks.
Proper forms shall be provided, and after the concrete has been deposited in place,
it shall be tamped sufficiently to fill all t'ne voids and flush the mortar to the surface.
The contractor shall put in an expansion joint at each street margin of the street
and alley and intervals not exceeding one hundred and fifty (150) feet. `j'he joints shall
be made b y putting an asphalt composition or cork sheet conforming; to the cross section of
the curb one-quarter (1/Lt) of an inch in thickness and the size of the cross-section of the
curb. byhen this is done, care shall be taken to see that a free joint exists through the
curb.
As soon as each section of the curb is canplete, it shall. be covered vrith earth,
moistened with tivater,aid kept in that condition during the first seven (7) days after
construction in order that the concrete mar properly set.
If, after the forms have been removed, there are an~T defects on the top or face of the
curbing, or any settlement of the same, +..he City Engineer may order the work reconstructed
and the extra work charged to the contractor.

Armored concrete curbing shall be cons+ructed under the direction of the City
Engineer and inprecisely the .same manner as specified for concrete curbing.
The contractor must not remove any material from the district until he has ascertained
that no more material is r equired b y the property owners within the local improvement district.
Payment for concrete sidewalks shall be at the rate bid per square foot and shall be in

~ full compensation for all labor and material, excavation or embankment necessary or in-
ci.dental to the completed work.

Measurement of concrete sidewalk shall be on the slope.
Payment for ccnerete curb shall be at the rate bid per lineal foot, including the same
conditions as for_sidetivalks and the specifications governing the foundation of sidewalks shall

j Section 2. `s'hat any person constructing concrete sidewalks and curbing vrithin

the City of Eugene, in violation of this Ordinance, shall be fined not less then 'five 05.00)
