HomeMy WebLinkAboutORDINANCE NO. 8887I ~~6 ORDINr1NCE N0. 8887 An Ordinance ordering a special election for submitting to the electors of the City of Eugene, Oregon, at such special election to be held concurrently with the State General Primary Election on the 17th day of 1;7ay, 191~b, the followa:ng proposed amendments to the Charter of the City of Eugene, referred to the electors of said city by the Common Council for their approval or rejection, and adopting the polling places and the Judges and Clerks conducting the General State Primary Election and providing for all acts necessary for the carrying on of said City Election, and declaring an emergency. THE CITY OF EUGENE DOES ORDAIN AS FdLLOti~IS: Section 1. That a special election shall be held concurrently with the General State Primary Election in the City of Eugene, Oregon on Friday, the 17th day of May, 19l~6, at which election there shall be submitted to the electors of said City for the approval or rejection, the following proposed amendment to the Charter of the City of Eugene, Oregon, to-wit: Proposed by Resolution of the Common Council and referred to the Electors: "AST ACT to amend the Charter of the City of Eugene, Oregon, by adding a new Chapter thereto, authorizing and empowering the °City of Eugene, to extend and enlarge the street acid highway system v+d thin the City by adding such units and structures as shall in the judgment of the Common Council be deemed expedient, convenient and necessary; making connections with the state highway and including connecting the Coburg bridge with state highway 99; to secure by purchase„ condemnation or otherwise within and or without the City all real estate, rights of way, property, water. rights, easements and licenses necessary or convenient to said enlargement and extension; to construct any and every structure and appliance reasonable and necessary therefor; and to issue and sell negotiable general obligation bonds of the City of Eugene in the sum of X500,000.00, or so much thereof, as shall be necessary for such purpose, and to expend the proceeds, with any other available fund;,, iii payment therefor." Proposed by Resolution of the Common Council and referred to the Electors: "AN ACT to amend the Charter of the City of Eugene by adding a new Chapter thereto, authorizing and empowering the Common Council of the City of ~.igene, for the purpose of maintaining and supervising the public playgrounds and recreation areas for said City, to include in its general tax levy each year, such special levy as shall be required, in the judgment of the Common Council, not to exceed seven tenths of one mill upon the dollar valuation, for the maintenance and supervision of public playgrounds and recreation areas for the City of Eugene; All to be in addition to existing levies. This levy shall be in addition to and in excess of the constitutional 6~per cent limitation upon the City~s tax levy. Section 2. That said proposed amendments to the Charter of the City of Eugene shall be placed upon the officie_1 ballot by the City 1ecorder to be voted upon by the electors of the said City a.t said election. Section 3. The City Recorder shall provide such poll books, ballot boxes, tally sheets, and such other supplies for each polling place as are necessary for the carrying on of the election, which shall be delivered to 'the election board. 4 ~ '~ - -- Section 1~. The Common Council does hereby designate as the polling places for said election in the-City of Eugene the same precinct polling places at which the General State Primary Election shall be held and the Common Council does hereby appoint the Hudges and Clerks to serve in each of said polling places as designated to serve in the General State Primar~~ Election held concurrently with this Special City Election.. Section 5. The polls shall be opened in aach of said voting wards at eight of clock P.M. on said election day. Section 6. The Judge of said State Election acting as Chairman of the i~oard ir. t::e City Election, and the ballots cast at said election shall be counted, tabulated and returned to the City Recorder as provided by law. Section 7. WHEREAS, The City fiscal ~e ar commences on July 1, 146, and the various items of expenditure are to be prepared prior to that time and it is contemplat-- ed that tho expenditures provided for in these measures shall be before the Budget committee and assessments: made based upon the City Budget. THEREFORE, An emergency is hereby declared to exist and it. is hereby declared to be necessary for the immediate preservation of the peace, health ar,d safety of the City of Eugene that this ordinance shall take effect immediately upon its passage by the Common Council and approval by the Mayor.
