THE CITY OF EUGEATE DOES ORDAIN AS FOLL04YS: It shall be unlawful, in, the Cit;,~ of Eugene for a person, firm, or corporation to conduct a Drive Yourself PG~Totor Vehical Rental Service without having first secured a license for the service and a license for each automobile operc:~~.rg in the service. Section 2. Any person, firm, or corporation desiring to establish a Drive Yourself Rental Service in the City of Eugene shall file a written application ther~re with the City Recorder of the City of Eugene, setting forth the name of the person, firm or corporation to whom the license is to be issued, the number of vehicles proposed to be operated, the name of the mai:cr ~^ d the makers number of each, the seating capacity of each, and the number of the State license of each such vehicle, and should the license number of such vehicle be changed during the life of such license, such ch~~rge and number shall be immediately reported to the Folice Committee. Section 3. The Chief of Police shall investigate tre financial responsibility of the applicant and the general record for responsibility and good conduct and shall asoertain that the automobiles to be licensed are insured and shall report the in- formation thus obtained to the Police Committee. If the information is satisfactory the Police Committee shall issue a certificate to the City Recorder who upon receipt of the license fee or fees herein provided for, issue a license to such applicant in accordance with the certificate of paid Police Committee. Section ~..~. Any person aggrieved by any action of tre Police Committee may appeal to the Council by serving upon said Police Committee a written Notice of Appeal and filing a duplicate thereof with the City Recorder within five days after such action, and thereupon the Recorder shall place such appeal upon the calendar of the Council, to be roard in the regular course of business of the Council, and the Councils findin gs shall be final. Section 5. There shall be paid to the City Recorder by each reTtal service operating in the City of Eugene an annual license fee of X50.00 for each year or part of the year that such service operates within the 8ity of Eugene, and a further annual licensee fee of X10.00 for each automobile operated, such license foe to cover the costs of the regulation and inspection of such service, and are to be paid in advance. Section 6. TRANSFER AND FEE: The City Recorder shall, upon recorrnnendation of the Police Committee, transfer a license issued under the provisions of this article from one car to another car, and said Committee shall, upon being satisfied that the change of ownership of a car is bona fide, authorize the transfer of the license covering such car to such new owner, by filing with the City Recorder a written notice of his approval of such transfer. A fee of One Dollar ($$1.00) shall 4!5 - - ---- - ---- - - -- - - -- -~--- - - - ---- -- --- - - - - - - - - - - - - - - - -- -- - 1 - be collected for ali transfers as herein authorized. Section 7. Any liCAnse i~c~aad under this Ordinance may be careelled by the Council for any violation of this Ordinance. When any license.shall be cancel- led by the Council there shall be refunded to the licensee the unoarned portion of the license fee paid. Section 8. All automobiles rented to patrons under tTiis Ordinance shall carry in a conspicuous place in the cab the name of the owner and that it is a drive yourself service. Section 9. Each drive yourself service si:all file with the police depart- went monthly a certificate of a qualified inspector as to each of the licensed cars, which reports shall show the condition of the equipment and particularly as to brakes, lights and tires. Section 10. Any person, firm, company or corporation violating any of the provisions of this ordinance shall, upon conviction in the ~+Iunicipal Court, be subject to a fine of not less than X5.00 nor more than X50.00, and in case of failure to pay such fine shall be imprisoned in the City Jail one day for each X2.00 of such fine unpaid, and provided further, that in the discreti©n of the Il4unieipal Judge such offender shall have his or its license or permit revoked, either for a term or permanently.
