i~ ~~)1 ORDINANCE N0. ~~12 An Ordinance amending certain sections of Ordinance #1709, entitled "An Ordinance providing for fire escapes on certain buildings within the City of Eugene, repealing Ordinanee.~No. 13l~3 and providing penalties for tree violation of this Ordinance," and declaring an emergency to exist. THE CITY OF EUGENE DOES OP,DAIN AS FOLLOWS: Section 1. That Section 1, City of Eugene Ordinance No. 1709, be and the same is hereby amended so as to read as follows; Section 1. All buildings now erected within the City of Eugene, or which shall hereafter be erected within said City having three stories or z:ore, where the stories above the second story are actually used, shall be equipped with good and sufficient fire escapes, stairways, or other means of egress in case of fire as shall be directed by the Chief of the Fire Prey vention Bureau and concurred in by the Chief of the Fire Department in and for said City of Eugene. The owner of any building upon which a fire escape is erected shall keep such fire escape in good repair and properly painted. ~ Section 2. That Section 2, City of Eugene Ordinance No. 1709, be and the same is hereby amended so as to read asrfollows; Seotion 2. Fire escapes on the outside of buildings shall be con structed in accordance with the following plans and specifications. PLANS ANU SPECIFICATIONS Each fire ascape shall consist of balconies, stairs and a firemanes ladder. BALCONIES: Eaoh balcony shall be not less than 12 ft. long and 3 ft. 8" wide and have a well hole of not more than 6 ft, long or more than 2 ft. 3" wide. The outside of the floor to l,e made of 2" x 2" x 4" angle iron and the corners to be bent on a radius of not less than 6^. Slats for the floor to be 12 " x 4", mild steel and spaced 1" between slats, and reinr for©ed by 4" x 2" mild steel not over 3 ft. apart, securely riveted to the slats. Railing for the balcony shall be 33" high and be extended on eaah end and front of balcony, and shall have one top and one center rail Ott x 2^ bent to conform to platform and securely fastened to the building on each end by bolts or lag screws, and connected to floor of balcony by not less than 5 upright irons 4a x 2" twisted to conform to each rail and angle iron and securely riveted thereto. ~~~2 -_ _-- -- STAIRS: The stairs shall ba made .of ~" x 1~" flat mild steel bars and the strips shall be 20° Long and not over 10" rise. Stairs to have a rail-" ing made of 1" pipe and to be 20" from stairs, and to be securely fastened by means of 1° pipo supports not over 7 f~. apart. FIREMA.N~S LADDER: The firemants ladders shall consist of 5/16» x 2" mild steel bars for sides and have 3/!~" round mild steel rungs, spaced not over 11.x" apart, tenonted on eacri end and riveted to each side of ladder. .Ladders to extend from within 12 ft. of the ground to not less than 5 ft. above the roof of the building. Each balcony to be securely fastened to building and supported by means of 14" square braces, four in number, securely bedded into the tivall as may be directed by the building inspector. Fire escapes when finished to be painted with at least one coat of red lead. That attached hereto i;s a blue print of the specifications herein stated, and made a part of this Ordinance. Section 3.. That Section 3, City of Eugene Ordinance No. 1709, be and the same is hereby amended so as to read as follows; Section ~: Fire escapes shall extend to the ground level by an approved counter-balanced stairway or a permanentx:stairiray to the ground level when the Chief of the r'ire Prevention Bureau with the concurrence of the Chief of the Fire Department shall deem such to be necessary, as in the case of schools, factories, hot~~s, hospitals, detention homes and buildings of public assembly. Sec, 4. That Section 6, City of Eugene Ordinance No. 1709, be and the same is hereby amended so as to read as followss Section 6. All fire escape landings, firemants ladders or eounter- balanced stairways shall be not less than 12 feet from ground level. Sec. 5. That Seetion 7, City of Eugene Ordinance No. 1709, be and the same is hereby amended so as to read as f~llrnxss ~~~3 Section 7. An electric red light shall be placed in full view of hallways showing location of fire escapes and also lettered, "Fire escape" in black letters. Such light must be kept burning all night when such building is occupied. Such light must not at any time be permitted to be out of order and when out of order must be immediately repaired. All hotels, factories, workshops, schools and other buildings occupied at night by more than ten people shall have in each story an electrically operated gong or gongs capable of being heard throughout the story and being of not less than 6" in diameter and installed and eanneeted with not less than number 1$ rubber-covered wire, said gong or gongs to be operated by anyone from a number of break glass switches, at Least one of which shall he on each floor. Section 6. WHEREAS, the establishment of necessary fire escapes and alarm warnings is necessary for the safety and preservation of life and property in said Gity, an emergency is hereby declared to exist, and it is necessary for the immediate preservation of the peace, health and safety ol° the City of Eugene that this Ordinance shall take effect immediately upon its passage by the Common Council and its approval by the Mayor.
