City Manager’s Office Division Manager Mia Cariaga and Council Support Manager Beth Forrest gavea PowerPoint presentation discussing the new webcast updates, public records request process, and potential new ways to produce meeting minutes. Council discussion: It is wise to keep a back-upof averbatim transcript. A transcript is not more helpful than the video; ideal is more detailed, synthesized minutes. Goal is toprovidesomething that allcan access; promotes transparency. Minutesare not just for council but for the public,too; video hasn’t worked well at all. No decision should be madeuntil thenew webcast systemhas been tested Editing thevideo withtime-stamp and key word search functionalitywould be helpful. Goal should be to use most sustainable method possible. B.CONSENT CALENDAR MOTION AND VOTE: Councilor Evans, seconded by Councilor, moved to approve the items on PASSED 7:0 the Consent Calendar, except item E. Council discussion: Spending City funds on oversea travel is not appropriate at this time. Official participation in these delegations represents asmall contribution to international relations. Supportexpressed for bringinga resolution opposing the Dakota Access Pipeline to council for consideration. 4.PUBLIC HEARING An Ordinance Extending the Rental Housing Code Sunset Date and Providing For an Effective Date 1.Norton Cabell–Housing Policy Board supportsthe extension of the sunset date. 2.SusanConnolly–Opposed to extension of the sunset date and the rental code. 3.Dennis Casady–Opposed to extension of the sunset date and therental code. 4.Robin Bloomgarden–Opposed to extension of the sunset date and the rental code. 5.Brian Cox–Opposed to extension of the sunset date andtherental code. 6.Rick Williams–Supported the extension of the sunset date and keeping the rental code. 7.Tasha Briquet–Supported the extension of the sunset date and keeping the rental code. Council discussion: The main issueis the surplus fund that are collected; need to review costs. This is a reasonable andvaluable program. Education awareness campaign for this program needs to be looked at. Renter protections are important;also need toensurethe ordinance is working correctly.
