An Ordinance to construct sanitars.T sevrers in the following described streets and
alleys:
18th Avenue from Chambers Street to City View Road;
City View Road from 18th twenue to South City Limits
Cleveland Street from 18th Avenue to South City Limits;
Arthur Street from 18th Avenue to South City hi_mits;
Garfield Street from 18th Avenue to South Ci_t~r Limits;
Grant Street from 7.8th Avenue to South City Limits:
Pierce Street from 18th Avenue to South City Limits;
Chambers 5+,reet from 13th .venue to South City Limits,
in the City of Eugene, and declaring an emergency;

Section 1. The Common Council of the City of Eugene does hereby declare its inten-
tion to build and construct sanitary sewers in the following described streets a,nd alleys:
18th Avenue from Chambers Street to City View Road;
City View Road from 18th Avenue to South City Limits;
Cleveland street from 18th Avenue t~ mouth City Limi+s;
.Arthur Street from 18th Avenue to South Cit~,r Limits;
Garfield Street from 18th Avenue to South City Limits;
Grant atreet from 18th Avenue to South CitV,~ Limits;
Pierce Street from 18th la~renue to Sou+,,h City Limits;
Chambers Street from 13th :venue to South City Limits,
in the Cit~,T of Eugene, OrE; gon .
Section 2 . That the said sevae rs sha]_]_ be cons tructed of first class cemeizt, vit-
rified pipe, or othe r suitab7.e material according to the plans and specifications of the
City Engineer.
Section 3. The Citr Engineer is herebt- directed to survey out the location of said

sewers, and prepare plans and specifications and. a profile thereof and to file the same
with the ~%ity Recorder.
Section L~ . The construction of said sewe rs shall include all necessary manholes,
~rryes, and all things necessary and com*enient for the complete bui]_ding thereof.
Section ~. The cost of the construction of said sevrers shall be borne by and. shall
be assessed to the lots, parts of lots and acreage properly liable therefor,<nd benefit-
ted b,r the construct~_on the reof in proportion to the benefits accri.zing to each lot, part
properly
of lot or acreage liable as shall tie ascertained and determined by the Common Council of
the City of Eu;ene, except street intersect~_ons, w}ii.ch will be paid for b,y the City, and
there shall be included as a part of the costs thereof, the Engineer's charges for his
services thereon not tc exceed 5~ of the contract price therefor.
Section 6. Upon tkie comp]_ati;on of the sevrers, the Common Council shall ascertain the

ccst thereof and assess that port- on thereof against the lots, parts of lots or acreage
properl,,T liable therefor o r benefitted thereby in accordance Trrith the provisions of the
Cha~r•ter of the City of Eu~fene, and when said costs are so assessed the same shall be
entered in the City I,,ien Docket, and be further enforced as provided by the City Charter.

Section 7 . V~thereas , the improvement c onterlpla ted and provi ded for by this ordinance,
is a necessary improvement and the district of the cit;:~ in which said-sevrers are to be
constructed is in such a condition that the construction of said sewers is essential to
the health and safety of the residents of said district,, it is therefore declared that an
emergency exists and it is necessar;~ for the immediate preservation of the public peace,
health and safety, that this ordinance take effect, immediately upon its passage by the
C ounci 1 and approval b y the Mayor .
