Section 2. That the said sewers shall be constrtictocl of first class cement, vitri- 1 fled pipe, or other suitable material according to the plans and specifications of the City Engineer. Section 3. `i'he City Enl,*ineer is hereby directed to survejr out the location of said J rj 98 ~~ servers, and prepare plans and specifications and. a profi le thereof, and to file the same with the Cit~r tiecorder. Section ~. The construction of said sewers shall include a?_1 necessary manholes, wyes, and all things necessar^,~ and convenient for the complete building thereof. Section r . The cost of the construction of said sevrers shall be borne b~ and shall be assessed to the lots, parts of lots and acreage properly h_uble therefor, and benefitted by the construction thereof' in proportion to. the benefits accrl~ing to each lot, part of lot or acreage properly liable as shall be ascertained and determined by the Common Council of the City of Eugene, except street intersections, vrhich will be paid. for by the City, and there sha]_l -be included as a. pert of the costs thereof, the ~%ngineer's charges for his services thereon, not to exceed 5~ of the contract price therefor. Section 6. Lipon the completi on of the sewers, the Cor^mon Council shall ascertain the cost thereof and assess that portion thereof against the lots, parts of lots or acre~:ge pro- perly liable therefor or benefi tted thereby in accordance vrith the pmvisions of the Char- ter of the City of Eugene, and vrhen said costs are so assessed the same sha11 be entered in the City Lien Docket, and be further enforced as provided bar the City Charter. Section 7. ti'lhereas, the Smprcvement contemplated and provided for by this ordin- ante, is a necessary impro~*ement and the district of the city in v*hich said sevrers are +~ be constructed is in such a condition that the construction of said sevrers is essential to tkie health and safety of. the residents of said district, it is therefore declarsd that an emergency ehists and it is necessarsT for the immediate preservation of the public peace, health and safety, that this ordinance take effect immediately upon its passage by the Counci 1 and approval b y the I41a.yor .
