'~IEREAS, The Common Council of the swirl City of Eugene, on the 12th day of April, 1918, passed Ordinance PIo. 9138 for the construction of sevrers in the streets and alleys described and sot forth in the title of this Ordinance, and said Ordinance was approved by the T~rfayor of the City of l~~ugene on the 13th day of April, lgi~8; and 1 '~~HE.R~;AS Section 3 of said Ordinance directed the City Engineer to make plans and specifications for the constrl~.ction of said sewers as specified in said Ordinance, and to i file the sane with the Ci ty Recorde r, and 1~lHEREAS, in accordance with s~_ich instrizctions the City Engineer has prepared said plans and! i specifications and filed the same tivi th the City Recoi~ier of said City of Eugene on the 12th day of April, 19118, and the Common Council of the City of .Eugene having examined and approved the same: TY~ CITY OF ?~.UGEP~ DOES ORDAIPI AS FOLLO~`~S: Section _1_. That the City Recorder be, and ho is hereby, instructed to give notice to ~ ~ ~ j .contractors and property owners as provided in Sections 52, 53, 5lt, K5, ~6, ~6B and 57 of the ; I 1 Charter of the City of Eugene, inviting bids for the construction of said sevrers as pre- i`` I I l scribed in and in conformity to sa~_d plans and specifications. ~ I Section 3. That the Common Council declared that the said construction and the whole ~ ~ ~ i thereof shall be let as one contract and the City Recorder is directed to state in the } ~ { l ~ notice to contractors ar~d property ovrners that said contract will he let in one contract, ~ i , and to also state therein the time and place when and where bids for the construction of ~ { l i said sevrers vrill be opened and cons idered b y the Common Council, and that at such time and j l place property owners may file remonstrances a;ainst letting said contract. I Section !~. That the party vrhose bi.d is accepted for said construct-~on sign a contract ' j for said work within ten days from the time of the receipt by Yiim o_f the notification of ` i the acceptance of his bid, and the vrork thereon shall be commenced vrithin ten days after the { letting of said contract, and shall be cccnpleted vrithin sixty days thereGfter, unless a.n ~ ~ i extension of the time therefor be granted htT the Common Council. The part~r whose bid is ac- ~ I ~ E cepted shall. also execute and deliver to the city a good and sufficient bond, with one or ~ more sureties to be approved by the F ublic i7orks Committee of the City, in an amount equal to i ` ! eighty per cent of his contract, price, as security for the faithful and satisfactory ful- ~II ~ l fillment of his contract. ~ ~ ` i Section 5.
