ISSUE STATEMENT
The City Council is asked to approve a resolution adopting an inflationary increase in Systems
Development Charges (SDCs) for the local wastewater, stormwater and transportation systems. The
proposed adjustment follows adopted policy for implementing periodic adjustments to SDCs based on
an adopted cost index.
BACKGROUND
Council Action History_
On September 23, 2002, the council adopted the System Development Charges (SDC) Methodologies
by Resolution No. 4740. The council has subsequently amended Resolution No. 4740 by adopting
Resolution Nos. 4748, 4767, 4768, 4770, 4794 and 4795 implementing various updates to local
wastewater, regional wastewater, stormwater, parks and transportation SDC methodologies and rates.
On March 25, 2004, the council was notified of inflationary adjustments of Systems Development
Charges for local wastewater, stormwater, and transportation systems adopted by Administrative Order
No. 58-04-04-F, effective April 5, 2004. Most recently, the council approved Resolution Nos. 4794 and
4795 dated June 28, 2004, adopting amended MWMC Regional Wastewater SDC methodology and
rates.
This action is being placed on the Consent Calendar because the resolution adopts a standard periodic
adjustment following policies and procedures previously adopted by the council.
Financial Considerations
SDCs provide a funding mechanism to account for the costs and value of infrastructure system capacity
required by new development. The SDC Methodologies adopted by the council provide for periodic
adjustments to SDCs to further account for changes in construction costs and system valuation. Periodic
adjustments allow SDCs to more closely reflect current costs of providing system capacity to new
development.

The proposed rate adjustment to three SDC systems is based on an adopted cost index, the 20-city
national average construction cost index as published by the Engineering News-Record (ENR). The
ENR for the period of February 2004 through December 2004 reflects an increase in average
construction costs of 6.5%. The proposed 6.5% increase across the three systems translates to an
increase in City of Eugene SDCs for a typical new single family residence of $152, from a current total
of $4,740 to a proposed total of $4,892.
Council Goals/Action Priorities
This agenda item relates to City Council goals pertaining to Sustainable Community Development
which successfully manages growth and change in the urban environment and Fair, Stable an Adequate
Financial Resources which provide a fair and equitable system of revenue sources adequate to maintain
and deliver municipal infrastructure services.
Timing
The transportation, local wastewater and stormwater SDC rates were last updated in April 2004,
reflecting costs and rate factors current as of February 2004. The proposed adjustment to rates based on
construction cost inflation for the period of February 2004 through December 2004 provides for timely
update of rates. While the Eugene Code and Oregon SDC statutes do not require notice of adoption by
resolution of inflationary adjustments based on a cost index, a notice has been provided as a courtesy to
interested persons. The notice was published in the Register-Guard on February 15, 2005, and, along
with the draft resolution and exhibit, posted at Eugene City Hall and the Public Works building lobby.
This information has also been made available at the City's web site at www. ci.eugene.or.us/PW/SDC.
The adjusted rates are proposed to go into effect on April 18, 2005.
An adjustment to the parks SDC rate is not proposed at this time, pending results of a comprehensive
review, the completion of which relies upon adoption of the Parks, Recreation and Open Space
Comprehensive Plan. The parks SDC rates were last updated in October 2003, with the intent of that
update to serve as an interim adjustment until the comprehensive review and update of the SDC is
complete. It is anticipated that an updated parks SDC will be adopted approximately 90 days after
adoption of the Parks, Recreation and Open Space Comprehensive Plan.
RELATED CITY POLICIES
Chapter 223 of the Oregon Revised Statutes prescribes the rights and responsibilities of local
governments in developing and imposing SDCs, providing for adoption of a cost index as an
administrative means for adjustments to SDCs. The Eugene Code, Chapter 7, prescribes the process for
development, adoption and administration of SDCs, providing for adoption of methodologies related to
SDCs. The council has adopted by resolution the SDC Methodologies which provide for periodic
adjustment of Eugene's SDCs based on an adopted cost index. The council has adopted by resolution
Growth Management Policy #14 which provides that development shall be required to pay the full cost
of extending infrastructure and services.
COUNCIL OPTIONS
1. Adopt the resolution providing an inflationary adjustment of SDC rates.
2. Take no action on the resolution.
3. Direct the City Manager to prepare other adjustments to SDC rates.

CITY MANAGER'S RECOMMENDATION
The City Manager recommends adoption of the resolution providing an inflationary adjustment of SDC
rates.
SUGGESTED MOTION
Move to adopt Resolution 4827 adopting an inflationary adjustment of Systems Development Charges
for local wastewater system, stormwater system, and transportation system; superseding Administrative

RESOLUTION NO.
A RESOLUTION ADOPTING AN INFLATIONARY ADJUSTMENT OF
SYSTEMS DEVELOPMENT CHARGES FOR LOCAL WASTEWATER
SYSTEM, STORMWATER SYSTEM, AND TRANSPORTATION
SYSTEM; SUPERSEDING ADMINISTRATIVE ORDER $8-04-04-F; AND
AMENDING RESOLUTION NO. 4740.
The City Council of the City of Eugene finds as follows:
A. On September 23, 2002, the System Development Charges (SDC) Methodologies
were adopted by Resolution No. 4740.
B. Resolution No. 4740 has subsequently been amended by Resolution Nos. 4748,
4767, 4768, 4770, 4794 and 4795. Resolution No. 4793 dated June 28, 2004, adopted the
MWMC Facilities Plan 20-year project list. In addition, inflationary adjustments of Systems
Development Charges for Local Wastewater System, Stormwater System, and Transportation
System were adopted by Administrative Order No. 58-04-04-F, effective April 5, 2004.
C. Based on the national 20-city average Construction Cost Index as published by
the Engineering News-Record, it is necessary to amend portions of the Systems Development
Charges by implementing a 6.5% inflationary increase for Local Wastewater System, the
Stormwater System, and the Transportation System. Section 2.4 of the SDC Methodologies
requires that revisions to fees by more than five percent shall be established by resolution of the
Council.
D. These inflationary adjustments to the Systems Development Charges are in
conformity with applicable state law, authorized by EC 7.710(5) and Section 2.4 of the
Methodologies, and should be implemented effective April 18, 2005.
NOW, THEREFORE, based upon the above findings,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. Portions of the Systems Development Charges are amended by implementing
a 6.5% inflationary increase to the Local Wastewater System, the Stormwater System, and the
Transportation System, as set forth in Exhibit A attached hereto.
Section 2. Administrative Order No. 58-04-04-F is superseded, and Resolution No. 4740
is amended as described in Section 1, as of the effective date of this Resolution.
Section 3. The City Recorder is requested to append a copy of this Resolution to
Resolution No. 4740 and a copy (without its attachments) to Administrative Order 58-04-04-F.

The flow per Plumbing Fixture Unit (PFU) is stated as gallons per day based on the size of development and type of land use.
Land use types that do not fit into the above categories will receive a default flow assignment based on the sample average.
The default flow is 47.93 gal/day x $2.4039 = a cost per PFU of $115.22.
rate per PFU may be assigned by the City Engineer should a proposed use not be represented by one of the published SDC use
codes and for which a default flow assignment is not representative of the proposed flow. In the case of those proposed developments
that are determined to have a potential for exceptional water usage, the City Engineer may require that the Owner(s) enter into an
agreement with the City to review water usage or wastewater discharge at such time the development is in full use or production as the
final basis of the local wastewater SDC. A complete list of wastewater SDC/HUD BPR use codes is provided in Table 6.
