An Ordinance regulating the parking of trailer houses and trailer coaches within the ~,

City of Eugene providing for license fees for trailer coach camps and repealing Ordinance 1
No. 8672 and all other ordinances in conflict herevrith and declaring an emergency. ~1
THE CITY OF EUGENE DOES ORDAIPI AS FOLLOti'~fS:
~ Section 1 DEFINITIONS
TRAILER COACH CAMP: A lot or parcel of land. used for the accommodation of two or more
trailer coaches occupied as living or sleeping quarters. it
TRAILER COACH: Camp car, trailer house, trailer home, or any structure converted from

a trai ter into a living unit .

LOT: For the application of this Ordinance, a lot shall be construed to mean apar- ',~
cel of land fronting on a public street vrith a minimum Yridth of sixty (60) feet and amini- ,
mum area of six-thousand (6,000) square feet, or a parcel of_land vrith an average width of

less than sixty (60) feet and an area of less than six-thousand (6,000) square feet it it '~
existed as a recorded lot prior to the passage of this Ordinance. ~;

Section 2. PROHIBITION OF TRAILER COACH CAMPS ~ l
It shall be unlawful for any person to maintain or operate within the limits of the it

~ City any trailer coach camp, except that a trailer camp existing prior to the passage of '
~ this Ordinance m4y continue to operate; provided that; ~~

I 1. It meets a17. the requirements established by the State Law governing tourist 'i
camps, in Section 99, Chapters 11~, and 15, Oregon Compiled Laws Annotated, as
~ amended.

parking units shall not be increased in number. ~~

months, it shall not be re-established. ''

It shall be unJ,avrful for any person to park or place a trailer house occupied as living
quarters ti~rithin the City of Eugene for a period exceeding three (3) hours unless the occupant E~

shall have access at all hours to suitable places for a sanitary supply of water and for II
disposal of garbage, human excreta, and waste.

Section 4. The parking of trailer houses occupied as living quarters within the City ~

' of Eugene in other than trailer camps, as alloyed under Section.2, shall be limited to one (1)

responsible person occupying said trailer house shall secure said license from the Building
Inspector within seven (7) days after occupying the site. Said license shall be renewed at
six (6) month intervals, for yhich a f ee of Three Dollars (~3 .00) shall bye charged.

Section 5.
Before issuing a license, the Building Inspector, in cooperation with the Fire Chief
of the City, shall inspect the premises occupied or to be occupied by the trailer house, and
shall ascertain that said use or proposed use complies vrith all sanitary, fire, and zoning
regulations of the City and Sta'„e, and shall be cormected to a. city san~.tary sewer.
Section 6.
The Building Inspector is hereby authorized and directed to ascertain all instances in

vrrri.ch trailer houses or any structures converted from trailers, or any vehicles used as
such, are already occupying premises as herein set out in the City of Eugene, and to give
them notice that a permit wi_11 be required; and such owner or occupant is granted seven (7)
da;~s, from the time of receiving such notice, in ~rrhich to apply for a permit as provided
in Section 4. It shall be unlawful for any person, firm or corporation to fail to make
application for such permit within fifteen days of such notice, and occupancy without a
permit in any of the events herein set out is declared to be a nuisance and a menace to
the health and. yvell-being of the people of the City of Eugene, and unlawful. Notice may
be given by the Building Inspector or by the Chief of Police oral ly in person, and i f no
one is found on the premises, a notice may be sent by mail to the occupant if his identity
is kno:,m, and if not, may be served by delivering it at the door of the structure used.
Section 7.
Any person, firm or corporation violating any of the provisions of this Ordinance or

failing; to comply +,herewith, shall, upon conviction in the Recorder's Court, be subject
to a fine of not to exceed TrTenty--five Dollars (~~25.00) and to the payment of costs of
prosecution and to imprisonment in the City Jail for one day for each Two Dollars (N2.00)
of the fine unpaid .
Section 8.
Ordinance 8672 and all other ordinances or parts of ordinances in conflict herewith
are repealed.
Section 9.
V~thereas, the parking of camp cars, trailers, trailer houses, trailer homes and ve-

hicles used for such purposes at places at tivhich there is r_o suitable provision tffir the
disposal of human excreta, garbage, and waste constitutes a menace to the health of the
residents of the City, an emergency is hereby declared to exist,a nd it is declared to be
necessary, for the immediate preservation of the peace, health and safety of the ..City of
Eugene, that this Ordinance take effect immediately upon its passage by the Common Council
and its approval by the h~ayor, and it is so ordered.
