An Ordinance submitting the question to the electors of the City of Eugene and to the
electors of the area hereinafter described, the cuestion "For Annexation" or "Against Annexa-
ti on" of such area and ordering a special election to be held in such area and in the City
of Eugene on the 2nd day oi' IJovember, 19l.G~, designating poJ_ling places, appointing clerks
and judges of election, and all acts necessary for the carrying on of the said election,
and declaring an emergency.
THE CITY OF EUGENE DOES ONDAIN AS FrJI.LOVdS:
Section 1. That the Cor.~mon Council of the City of Eugene hereby submits to the elect-
ors of the City of Eugene and to the electors of the following described area in the City
of Eugene , to-wit : _
Commencing at tk~e intersection of the south line of 22nd Avenue ~"lest
and the Wenterly city limits of the City of Eugene running thence South
along the ZFlest line of College Hill Park Addition to the North line of
B1:ock A of College Hill P.,rk Addition thence Vtesterly along the North
line of B]_ock A College H~ 11 Park and the North line Blocl~s 1, 2, 3,
!~, and 5 of Storey Subdivision of College Crest and the n?orth line of
Lots 1 and 28 of the plat of Lawndale Acres, to the 'lest line of Tyler
StrFet as laid out, and platted in said subdivision of Lawndale Acres
thence North along the East line of the P,4unicipal ,Fti.rpa.rk 900 feet to
the present city li_mi is thence Er.tst along the present city limits 200
feet to the place of beginr_ing.

Section 2. The Common Council of the City of Eugene hereby orders an election to be
held in the City of Eugene, Oregon, and to be held in the area described in Section 1, on
the 2nd day of Alovember, 19l~8, said election 1-.eing a general election, at which election
there shall be submitted to the electors of said city and to the proposed annexation area
for their approval or re jection the proposal '!For Annexation" or ",against Annexation" of said
area to the City of Eugene .
Section 3. That said proposal shall be placed upon the official ballot by the County
Clerk for Lane County to be voted upon by the electors of the proposed area and by the elect-
ors of said city at said election.
Section !~. The City Recorder shall provide such poll hooks, ballot boxes, tally sheets
and such other supplies for each polling place, within the proposed,area, as are necessary
for the carrying on of the election, all of which shall b~ delivered to the election board.
Section 5. The following are hereby designated as the polling; places for said election
in the City of Eugene, one to be in each precinct of said City:

In the follovri.ng list of Judges and Clerks, the first named shall be a Judge and
Chairman of the election board; the second named shall be a Judge, and the next three
shall be designated as first, second and third Clerks:
Section 6. The polls shall be opened in each of said pol]_ing places at eight o'clock
in the morning and shall be kept open until eight o'clock in ttie evening on said election
day .
Section 7. The First named Judge of said election board as provided for in this Ord-

finance shall be Chairman of the board of wlich he is a member, and the ballots cast at
said election shall be counted, tabulated and returned to the City Recorder as provided
by law.
Section B. The City Recorder is hereby authorized and directed to, give notice of
said election bar publication in a newspaper of general circulation in such corporation and
in such territory so proposed +.,o be annexed once each week for the period of four weeks
prior to such election, also by posting notices thereof in four public places in the
territory proposed to be annexed for a like period. Such notice shall distinctly state
the proposition to be so submitted and shall designate especially the boundaries of the
territory so proposed to be annexed and the electors shall be invited thereby to vote
upon such proposition by placing upon their ballots the ,words 'For Annexation's or "Against
Annexation".
Section 9. The Judges and Clerks, before entering upon the disdharge of their duties

at such election shall each take and subscribe before an officer authorized to administer
the same, an oath, a.nd he will honestly and faithfully discharge his dut~.es as such Judge
or Clerk. In case of the absence or inability of any Judge or Clerk so a ppoi nted to act
at such election, then the qualified electors present at the polls, before proceeding to
vote, may choose an elector to act in his pl~~ce fran among the number, vrho shall qualify
as aforesaid before entering upon the discharge of his duties as Judge or Clerk of such
election.
'WHEREAS, it is desired to submit to the electors of the City of Eugene and the elect-
ors of the area hereinbefore described a proposal for annexation, and
ti"J~lEREAS, the sanitary conditions, vrater supply and electric supply are inadequate and

constitute a menace to the health and safety of the people of the area hereinbefore described,
an emergency is therefore declared to eyist and it is necessary for the immediate preserva-
tion of the peace, health and safety of the City of Eugene that this ordinance take effect
immediately upon its passage and approval by the I~dayor, and IT IS SO ORDI~;RED.
