An Ordinance to construct a sanitary sevrer ir. the follcn^ring described alley:

Section 1. The Common Council of the City of .±.u{;ere does hereb~r declare its intention
to build. and construct a sanitary seT:~rer in the follovring described aJ_le~r:
Alley bet:rreen '.'Tashington and Jefferson Street from Fifteenth +.,o INineteenth Avenue,
in the C itj= of Eugene , Oregon .
Section 2. That the said seti^rer shall be constructed of first class cement, vitrified
pipe, or other sri table material_ according to the plans and specifications of the City Engineer.
Section 3. The City Engineer is hereb;;r directed to survey out the location of said sewer,
and pr~opare plans <~ d specifications and a profile thereof and to fiJ_e the s ~11e l~~vith the City
Recorder.
Sec+,ion 1~. The construction of said sevrer shsl.l include all necessary manholes, veyes,
acid all things necessary and corvenien+., for the co^~,^..let~ building thereof.
Section 5. That cost of the constr~etior_ of said se~frer shell be borne by and shall be
assessed to the lots, parts of lots and ac, reaY;e properly liable therefor, and bonefitted by
the construction thereof in proportion to the benefits accruing to each lot, part of lot or
acreage properly liable as sha7.1 be ascertained and determined b~.- the Common Council of the
City of Eugene, e3,cept street intersections, which ~~~zll be paid for by the City, and there
shall be included as a. part of the casts thereof, the Engineer's charges for tins services
thereon riot to e:~ceod ~;~ of the contract price therefor.
Section 6. Upon the completion of the sewer, the Con~.r on Council shall ascertain the cost
thereof :end assess that` portion thereof against the lots, parts of lots or acreage properly
liable therefor or benefi+.,ted thereby in accor:.iance vrith the prow=isions of the Charter of the
City of Eugene, and vrhen said costs are so assossed the s~rie shat be entered i.n the City Lien
Docket, and be further enforced as provided b`r the Ci ty Chr_~rter.
Secti on 7. l'(hereas, the improvement contemplated and provided for b- this ordinance is
a necessar`,= improvement and the di strict of the city in vrhich said sev,~er is to be constructed
is i n such a condition that the construction of said sevrer is essential to the health and
safety of the residents of said district, it i_s, therefore, declared that an emergency exists
and i_t is necessary for the inu~iedi.ute preservation of tho public peace, health a.nd safet~r,
that this ordinance take effect immediately upon its passage by the Council and approval by
the Mayor.
