That the ,Commmon ;Council af~~t~e ,Citycof ~ugene,.Lane~equnty,•Oregon, does hereby declare its intention to improve Seventeenth Avenue from Fr~.endly to Polk Street in the City of Eugene, Oregon, by installation of integral curb concrete paving, or asphaltic concrete paving; with combinati on curb and gutter, and grading and drainage thereof. and making such other a_nd -further improvements in connection therewith as .may be necessary and proper to a properly paved street all in accordance with .the plans and specifica- tions to be prepared by the city engineer as hereinafter specified. Section 2. That the costs of said improvement shall be assessed and be borne by the property adjacent to saidimprovement, except street intersections whichwill be paid for by the city, and there shall be included as a part of the costs thereof, the engineer's charges for his services thereon not to exceed five per cent of the .contract price therefor. Section 3. That the city engineer is hereby directed to make and prepare plans and specifications for the said improvement as provided in Section One of this Ordinance and file the same with the City Recorder. Section 4.
