i+ in a short period of time, it is hereby declared to be necessary that the newly annexed
~ territory be properly designated prior to said election and, therefore, an emergency

is hereby declared to exist, and it is necessary for the irmzediate preservation of the

peace, health and safety of the City of Eugene that this ordinance take effect immediately
