Council of the City of Eu~e Herby submits to tlieelectors 1 of the City of Eugene and to the electors of the following described area in the City of Eugene, to-v;rit ; Beginning at the intersection of the South right of Dray line of the Southern Pacific Railroad with the East line of Section 53, ToNmship 1'% South, Range 3 West, Willamette Meridian and running thence South along said East 1?.ne of Section 33, said Tovmship and Range, and the East line of Section L~ and 9 of ToUmship 18 South, Range 3 ~Yest, V~Iill- amette Meridian, to the Sout line of Zara Sweet Donation Land Claim Number 6~; thence West along the South lihe of Zara Sweet Donation Lane Claim I3umber 68 to the Soutlnrest corner thereo'.~; thence North along the 1i~Test line of Donation Land Claim I~Tumber 68 to the South line of the City Limits of the City of Eugene and the bo~xrl.ary of Hendricks Park; thence East along the South line of Hendricls Park to the Southeast corner of Hendricks Park; along the East line of said Hendricks Fark to the Northeast corner of the Parli; thence West on -the North line thereof to the East line of the William Smith Donation Land Claim Number ~.5, Tovrnship 18 South, Range 3 Infest of the .Willamette Meridian; thence ATorth on. the East line of sa-id Donation Land Claim to the South line of the present Cit Limits: thence East 1028 feet more or less along the South boundary; thence South O° ~}0& 1~Vest 69~..1~. feet along the present City Limits; thence South 8c~o20t East 1055 feet; thence North 0°1~.Of East to the South right of way line of the Southern Pacific Railroad; thence Southeasterl;r along said Railroad right of z~ray -to the place of beginning, the question "For Annexation" or "Against Anne~.ation" of such territory to the City of Eugene. Section 2. Tho Common Council of the City of ~7ugene hereby orders a special election to 1 be held in the City of Eugene, Oregon and to be held in the area described in Section 1, on the 15th day of :dune, 1919, at which election there shall be submitted t o the electors of said City and to the proposed annexation area for their approval or rejection the proposal "For Annexation" or "Against Annexation" of said area to the City of Eugene. Section 3. That said proposal shall be placed upon the official ballot by the City Recorder to be voted upon by the electors of the proposed area and by the eletors of said city at said election. Section 1{.. The City Recorder shall provide such poll boob, ballot boxes, tally sheets aricl such other supplies for each polling place, both ti~rithin the City of Eugen© and the propcsed area, as are necessary for the car*_-ying on of the election, all of which shall be delivered to the election board. Secti-on 5. The following are hereby designated as the polling places for• said election A in the City of Eug~.e, arse to be in each ti}yard of said City; and the following .are hereby designated as thepolling places in the proposed annexation area; ~2~4 and therCommon Council does hereby appoint the judges and clerks to serve in e~?ch of said polling places 2.s herein designated, to Vrit: In the folloi~ring list of Judges and Clerks, the first named shall be a Judge a,^d Chairman of the election board; the second named sh all be a Judge, and the next three shall be desi gnated as first, second and third clerks: Section 6. The polls shalli~e opened in each of said polling places at eight oTClock in the morning and shall be kept open until eight oTClock in the evening on said electi ~. day. Section 7. The first named Judge of said election board as provided for in this ~rd- finance shall be Chairman of the Board of yrhich he is a member, and the ballots cast at said election shall be counted, tabulated and returned to the City Recorder as provided by law. Section 8. The City Recorder is hereby authorized and directed to give notice of said election by publication in a newspaper of meneral circulation in such corporat~.on and in such territory so proposed to be annexed once.:each tiveek for the period of four successive vreeks prior to such election, also by posting notices thereof in four public places in the; territory proposed to be annexed for a like period. Such notice shall distinctly state the proposition to be so submitted and shall designate especially theboundaries of the territory so -proposed to be ar~zexed and the electors shall be ~.vited the-reb~r to vote upon such proposition by placing upon their ballots the words "For Annexation" or "Agair..st Annexationrr~ Section 9. The Judges and Clerltis, before entering upon the discharge of their duties. at such election shall each talcs a.nd subscribe before an officer' authorized to administer the same, an oath, and he gill honestly and faithfully discharge his duties as such Judge or Clerk. In case of the absence or inability of any Judge or Clerl: so appointed to act at such election, t hon the qualified electors present at the polls, before proceeding to vote, may choose an elector to act in his ply=ce from a mon the nu~berm who shall qualify as aforesaid before entering upon the discharg e of his duties as Judge or Clerk of sucr. election.
